Description
Purpose The purpose of the Next Generation Diagnostics System (NGDS) solicitation is to: * Award multiple contracts to vendors of commercially available FDA-cleared diagnostic platforms for initial competitive prototyping; * Develop and manufacture FDA-cleared in-vitro diagnostic and environmental surveillance assays for biological warfare agents (BWA), infectious diseases, and other pathogens of operational concern; * Integrate the platform to be interoperable with DoD CBRN and medical information systems. Background The NGDS Increment 1 system proposed is an FDA-cleared, reusable, adaptable diagnostic device for the analysis of biological (clinical) liquid samples. Increment 1 medical diagnostic capabilities will provide health care providers with timely and accurate information to guide individual patient treatment. Additionally, the BW threat identification information obtained during diagnostic testing will provide battle field commanders with biological hazard situational awareness to support Force Protection and Force Health Protection decision making. The NGDS Increment 1 is intended to eventually replace the current Joint Biological Agent Identification and Diagnostic System (JBAIDS). The proponent for this effort is the Chemical Biological Medical Systems - Biosurveillance (CBMS-BSV) Joint Product Management Office of the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD). Industry Day Information CBMS-BSV will conduct an NGDS Industry Day at 12:30 p.m. on 3 April 2012 and from 8:00 a.m. - 12:00 p.m. of 4 April 2012 in Room L-6 at the Cook Convention Center in Memphis, TN to discuss the NGDS draft RFP. Please read the draft Request for Proposal (RFP) for detailed information on the NGDS contract requirements The documents will be available on 20 March 2012 at the following link: http://www3.natick.army.mil/NGDS.html. Contractors are encouraged to submit comments/questions regarding the draft RFP documents via email to john.conlin3@us.army.mil. Contractors should provide specific questions/comments in writing to the Contract Specialist, Mr. John Conlin at John.Conlin3@us.army.mil, no later than 12:00 pm EST on 2 April 2012. Every effort will be made to answer/discuss each comment/question received by 12:00 pm EST 2 April 2012 during the NGDS Industry Day using non-attribution procedures. Additionally, questions/comments presented and submitted in writing at the NGDS Industry Day will be addressed during Industry Day within the available time available. All questions/comments will be posted to the website following the Industry Day. The objective of the draft RFP and Industry Day is to enhance the Government solicitation documents and Contractor proposal preparations/submittals. The 3 April 2012 session is an open forum and will begin at 12:30 p.m. on 3 April 2012 in Room L-6 at the Cook Convention Center in Memphis, TN. Contractors will be offered the opportunity to schedule a one-on-one meeting with the Government on 4 April 2012 between the hours of 8:00 a.m. - 12:00 p.m., but must request a meeting in advance as part of the registration process. Contractors wishing to attend Industry Day must register no later than 3:00 p.m. on 30 March 2012 at http://www3.natick.army.mil/NGDS.html. Release of the draft RFP is anticipated on 27 March 2012. Release of the draft RFP is NOT a commitment by the Government to award a contract and the Government will NOT pay any costs incurred as a result of this release. Questions and comments should be emailed to John.Conlin3@us.army.mil and entitled "NGDS Comments/Questions". Please be advised that all communications concerning this acquisition (including, but not limited to, management/technical issues, pricing issues, administration issues, and proposal issues) must be coordinated through the Contract Specialist, Mr. John Conlin, John.Conlin3@us.army.mil. An NGDS Bidder's Library will be established and the link will be provided for all RFP documents.
