Description
This document changes the due date for quotes to March 20, 2012. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at Federal Acquisition Regulation (FAR) Subpart 12.6., as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation, HSHQDC- 12-Q-00067, is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-55. This acquisition is unrestricted. The resultant purchase order will be issued on a firm-fixed price basis. The associated North American Industry Classification System (NAICS) code is 812930, Parking Lots and Garages, with a small business size standard of $35.5 million. SUPPLIES AND SERVICES The U.S. Department of Homeland Security (DHS) State and Local Program Office (SLPO) requires a parking space for an intelligence officer working at the Washington State Fusion Center (WSFC). The requirement is for one (1) secured access indoor parking space within a four (4) block radius of 1110 Third Avenue, Seattle, WA 98101. The parking space shall be self parking and have in and out privileges. The space is required for use 24 hours a day, 7 days a week and 365 days a year. Secured access is defined as parking that requires gate, key card, transponder or guard controlled access on a 24 hour basis. The contractor will not have access to the vehicle keys. A large sport utility vehicle will use the parking space. The minimum size of the parking space shall be 9 feet by 20 feet. PERIOD OF PERFORMANCE The period of performance is for one 12-month base period and three 12-month option periods as follows: Base Period: April 1, 2012 through March 31, 2013 Option Period 1: April 1, 2013 through March 31, 2014 Option Period 2: April 1, 2014 through March 31, 2015 Option Period 3: April 1, 2015 through March 31, 2016 Please note that the dates are estimates. PLACE OF PERFORMANCE The place of performance shall be at the contractor's facility. BASIS FOR AWARD The evaluation for award will be based on the lowest price technically acceptable quotation (quote). In order for any quote to qualify as technically acceptable, it must meet the following requirements: 1. The parking space shall be a minimum size of 9 feet by 20 feet with the ability to accommodate one (1) large sport utility vehicle. 2. The parking space shall be indoors. 3. The parking space shall be self parking with in and out privileges. 4. The contractor shall not have access to the vehicle keys. 5. The parking space shall be secure. Secure is defined as parking that requires gate, key card, transponder or guard controlled access 24 hours a day, 7 days a week and 365 days a year. 6. The parking space shall be accessible 24 hours a day, 7 days a week and 365 days a year. 7. The parking facility that contains the parking space shall be located within a four (4) block radius of 1110 Third Avenue, Seattle, WA 98101. CLAUSES See Attachment 1 PROVISIONS See Attachment 1 SUBMISSION OF QUOTES Quoters shall: 1. Respond to the provision in FAR 52.212-1, Instructions to Offerors - Commercial Items (June 2012). See Attachment 1. 2. Respond to the addendum to FAR 52.212-1, Instructions to Offerors - Commercial Items (June 2012). See Attachment 1. 3. Respond to the provision in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Feb 2012). See Attachment 1. An offeror shall complete only paragraph (b) of this provision, if the offeror has completed the annual representations and certifications electronically via https://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. 4. Provide a price quote for all contract line item numbers (CLIN). The price quote shall utilize the following format: See chart under the Submission of Quotes Section in the attachment titled Combined Synopsis/Solicitation. QUOTES DUE Quotes shall be e-mailed to Keira.Buggs@dhs.gov by Noon EDT on or before March 20, 2012. The subject line on your e-mail shall read "Secure Parking - Seattle, WA."
