Description
The US Army Contracting Command-Redstone on behalf of the Product Management Air Warrior office is conducting a Request for Information (RFI) in accordance with FAR 15.201 (e) to determine the availability and technical capability of qualified concerns that are suppliers of the services described below and are capable of fulfilling the requirements mentioned below. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the labor and materials contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. This RFI is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes only and is not be construed as a commitment by the government to enter into a contractual agreement, nor will the government pay for information solicited. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will be treated as information only. It shall not be used as a proposal. Purpose: To identify potential sources and Commercial-Off-the-Shelf (COTS) items that may satisfy the Air Soldier ALSE 72-Hour Mandatory Items Kit requirements as provided in the attached draft specification and to solicit feedback regarding the requirements captured in this document. Ideal solutions will provide reductions in weight and bulk from the current suite of gear. The responses to this RFI will be used to develop an initial list of potential offerors that may elect to participate in a future Request for Proposal (RFP) leading to the execution of a competitively awarded IDIQ contract for up to 5 years to purchase test articles and to provide assets for fielding as part of the Air Soldier beginning 4Q2014. Background: Air Soldier is the next generation aircrew mission and protective ensemble that will replace the legacy Air Warrior (AW) system currently being used by Army rotary and select fixed wing aircrew members. Air Soldier encompasses all clothing and individual equipment worn or carried by the aircrew, including ancillary aircraft mounted hardware and components, that serve the primary objectives of physiological sustainment, personal protection, and enhancing mission performance while operating in all environmental and threat conditions, including crash and post-crash escape and evasion scenarios. A key performance parameter (KPP) of Air Soldier is the reduction of weight and bulk. Analysis has shown weight and bulk to be one of the factors affecting crew endurance. In addition, bulky equipment reduces crew mobility which also decreases mission effectiveness. The current effort is focused on identifying end items that could reduce the weight and bulk burden on the soldier. Instructions: The attached draft specification describes the equipment needed for 72 hours in a Survival, Escape, Rescue, and Evasion (SERE) environment. Offerors are asked to provide information on end items that fulfill one or all requirements and meet the goal of reducing weight and bulk over the current selection of gear. To assist, Appendix 1 is provided with the current suite of survival items and one potential solution that would allow PM Air Warrior to reach a 14% reduction in weight and 17% reduction in bulk. However, other approaches to providing the functionality required by the specification while still achieving the weight and bulk goals will be considered. Samples of items may be submitted and may be evaluated against the requirements. Request that interested parties provide a written response to this RFI NLT 23 April 2012 to {James Lightfoot Army Contract Command-Redstone, 6726 Odyssey Drive AL, 35806, james.lightfoot@peoavn.army.mil }. Submissions can be through written correspondence and/or electronic mail. Responses should include, at a minimum: name and address of the interested company or organization; contact information for the primary POC; a brief description of the potential offeror's company/organization and candidate technology or product as it relates to the Air Soldier 72-Hour Survival Equipment requirements; a description of how the potential offeror's technology either currently meets or how it could be developed to meet the Air Soldier 72-Hour Survival Equipment requirements; and any comments or questions regarding the requirements contained in the attached documents. Comments regarding the attached draft specification will be considered in the formulation of the final RFP requirements.
