Description
The Food and Drug Administration/Center for Tobacco Products (CTP) intends to award a Sole Source contract to National Academies of Science (NAS) Institute of Medicine (IOM) in Washington, D.C. in accordance with 41 U.S.C. 253(c)(5), Authorized or Required by Statute. Executive Order 12832 of January 19, 1993, authorizes obtaining services from the National Academy of Sciences on a noncompetitive basis because it is uniquely qualified in its degree of expertise, independence, objectivity, and audience acceptance. The purpose of this acquisition is to establish a fellowship program for a broad spectrum of professional fields that can help guide the development of science-based public health strategies that reduce the burden of illness and death caused by tobacco products, and who can contribute to the emerging field of regulatory science. The contractor will provide CTP with a professional fellowship program and offer exceptional individuals an opportunity to gain needed experience and expertise to further define and develop the field of regulatory science as it relates to the regulation of tobacco products. The program will provide prospective talented professionals the chance to operate in day-to-day operation of the Center with the intent for them to consider careers in regulatory science at CTP. The fellowship program will be a multidisciplinary residential program. Individual fellowships will be 12 months in duration. The fellowships will incorporate six offices within CTP. The first year of the contract will include three fellows assigned to the following CTP Offices: Office of Health Communication and Education, Office of Policy, and the Office of Science. In Year two of the contract, the Office of Compliance and Enforcement, the Office of Management and the Office of Regulations will be added. Years two, three and four of the contract will include all six Offices. The following tasks are included in the Statement of work: 1. The contractor shall develop a fellowship program announcement. 2. The contractor shall circulate the announcement widely to relevant organizations, universities, professional associations, journals, web sites, newsletters and other communication mechanisms. 3. The contractor shall receive all applications, screen applications for conflicts of interest, and organize the Selection Committee. 4. The contractor shall convene and staff the Selection Committee. 5. The contractor shall work with CTP to prepare orientation and leadership training program schedule and content, including identification of CTP speakers. 6. The contractor shall administer payment of stipends and academic expenses. The contractor shall establish administrative files for each fellow. 7. The contractor shall create and maintain a database management system for CTP fellowship program information. 8. The contractor shall monitor and schedule formal presentations in conjunction with CTP given by the Fellows which will describe the outcome of that project and lessons learned. 9. The contractor shall provide annual former fellows status reports to include information on former fellows for at least 5 years following the end of the fellowship tenure The NAICS code is 541690 Other Scientific and Technical Consulting Services. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under negotiated procedures in accordance with FAR Part 15. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-48 Effective 31Jan 2011. Response Date: 5:00 p.m. (Eastern Time), April 3, 2012.
