Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912EQ-12-Q-0025 and is being issued as a Request for Quote (RFQ). This acquisition is UNRESTRICTED procurement. The associated NAICS code is 812930. All responsible sources may submit a quote, which shall be considered by the agency. Quotes may be submitted in hard copy, either through regular mail or by delivery. Regardless of method of delivery, it is the offerors responsibility to ensure receipt of quotes by the time and date stated herein. Contractors shall submit a lump sum quote to include all charges. Response to this solicitation must be received via mail or delivery by March 27, 2012 no later than 10:00 AM CST at 167 North Main Street B202, Memphis, TN 38103. Quotes should be marked with solicitation number W912EQ-12-Q-0025 addressed to Valerie Marshall, Contract Specialist, Phone (901) 544-3619, Fax (901) 544-3710, email: Valerie.marshall@mvm02.usace.army.mil. Vendors not registered in Central Contractor Registration (CCR) database prior to award will not be eligible for award. Vendors may register for CCR by calling 1-800-334-3414 or register online at www.ccr.gov Contractors shall submit a lump sum quotation on company letterhead to include all charges for the below listed items to be delivered in accordance with the attached specifications: BID LINE ITEMS: CLIN 0001 254 PARKING SPACES (MAY 1, 2012 - APRIL 30, 2013) CLIN 1001 OPTION YEAR ONE - PARKING SPACES (MAY 1, 2013 - APRIL 30, 2014) CLIN 1002 OPTION YEAR TWO - PARKING SPACES (MAY 1, 2014 - APRIL 30, 2015) CLIN 1003 OPTION YEAR THREE - PARKING SPACES (MAY 1, 2015 - APRIL 30, 2016) CLIN 1004 OPTION YEAR FOUR - PARKING SERVICES (MAY 1, 2016 - APRIL 30, 2017) TOTAL FOR BASE AND ALL OPTIONS STATEMENT OF WORK C-1. WORK TO BE DONE. Contractor shall furnish approximately 254 parking spaces at a single parking facility at one location within a 3 block (walking) radius of the Clifford Davis Federal Building. In the event of an emergency, additional parking may be necessary. C-2. AVAILABILITY OF SPACES. The spaces shall be provided for use during the hours of 0530 to 2000 Monday through Saturday, excluding all Federal holidays, with the exception that up to 25% of the spaces may be used by employees having to travel for government purposes, who will be leaving their vehicles in the parking area until their return. The Contractor shall have the right to use the spaces that are unoccupied on Saturdays after 0800. The Contractor shall have the right to reserve all of the parking spaces under this contract on a specific Saturday, with at least 7 days notice of such action. Ingress and egress for authorized parkers is to be non-restrictive 24 hours a day, 7 days a week. The Corps does not require its employees to have Corps markings on its vehicles. Contractor will ensure parking area is insured in case government employees' vehicles are damaged by vandalism or theft. Contractor will ensure parking area is safe from inclement weather hazards by taking appropriate actions such as de-icing of walkways during winter precipitation. C-3. CORPS EMPLOYEE PARKING AREA. The Contractor shall be responsible for ensuring that only authorized persons may park their vehicles under this contract. C-4. TERM OF CONTRACT. The term of the contract shall be one year with 4 options years. C-5 FEDERAL PUBLIC HOLIDAYS. New Year's Day, January 1 Birthday of Martin Luther King, Jr., the third Monday in January Birthday of George Washington, the third Monday in February Memorial Day, the last Monday in May Independence Day, July 4th Labor Day, the first Monday in September Columbus Day, the second Monday in October Veterans Day, November 11 Thanksgiving Day, the fourth Thursday in November Christmas Day, December 25th Any other day declared to be a holiday by Federal statute or Executive order. Contractor shall submit completed clause 52.212-3, Offeror Representation and Certifications, Commercial Items.
