- Please note that this special notice supersedes VA798-12-Q-0102_1 that was posted on 3/19/2012. VA has requirement for a contractor to provide support services for the development of a Senior Executive Leadership Development Program (SELDP). The Federal government is facing a major leadership challenge that could undermine its effectiveness. Ownership of leadership development for senior executives is fragmented and distributed both within and across agencies. Senior executive teams often work on their own agency tasks and missions, failing to benefit from consistent and cross-cutting leadership development with widespread government improvements. Consequently, senior executives lack a shared government-wide identity and vision. A new approach is needed - a bold, precedent-setting program that initiates momentum to develop these senior executives into national assets and connects them via modern social networking technology. Such a program will make a high-impact, low-cost investment in the effectiveness of our government. A SELDP will chart a new course for strengthening leadership in government. To kick off the program, a senior administration official, such as the President - the Chief Executive Officer of the government - will directly address all Federal senior executives to deliver his vision and call on them to improve the business of government. This program will link senior executives via a state-of-the-art portal to connect them as a true "corps" and help them grow and develop as leaders. In addition, it will provide an opportunity for senior executives to undertake projects that will lead to measureable improvements in government performance. While VA is providing leadership for this initiative and initially planning to send 635 VA Senior Executive Service (SES)/equivalents through the program; it will be made available to other Federal agencies, civilian and military, to foster better executive management focus across the Federal government. To date, twelve agencies have agreed to participate in this effort, which includes approximately 3,000 total participants. The SELDP may grow to include all Federal agencies with a possible 8,000 total participants. This requirement will be solicited via a task order proposal request (TOPR) competition under the multiple award IDIQ contract, SPECTRUM. The TOPR is anticipated to be issued on or around March 23, 2012, and will include SDVOSB/VOSB teaming/subcontracting participation as an evaluation factor.
