- IV&V Exception to Fair Opportunity The Department of Homeland Security, Office of Procurement Operations, U.S. Citizenship and Immigration Services (USCIS) Contracting Office requires Independent Verification and Validation (IV&V) services for 60 days. This requirement is being filled on a sole source logical follow-on basis in accordance with FAR 16.505(b)(2)(i)(c), which provides for an exception to the fair opportunity process when the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
