- Wage Determination No. 2005-2063, Rev 11, dated 13 Jun 2011 PWS dated 12 Mar 12 for Education Advisor RFQ Template for Education Advisor This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) F4D3B32066A901. Submit written offers only, via fax or email by the quote due date. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.ccr.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-57 Correction and DFARS Change Notice 20120312. THIS PROCUREMENT IS BEING ISSUED AS A 100% SMALL BUSINESS SET-ASIDE under North American Industrial Classification Standard (NAICS) 611710 and size standard $7M. Project Number: F4D3B32066A901 Project Title: Education Advisor 1. Please see attached Performance Work Statement (PWS) dated 12 Mar 2012 for detailed description of services. 2. Quote shall conform to the Contract Line Item Number (CLIN) structure as established in the attached RFQ template associated with this combined synopsis/solicitation. 3. Quotes shall be valid until 30 Apr 2012. 4. Quotes should include the following minimum submittals. a. Copy of Four Year degree with transcripts showing 24 semester hours appropriate to the areas described in the PWS paragraph 3a, items 1-8. b. Documentation showing two years experience in adult/military education guidance counseling in the guidance office of a university or military education center as an academic/guidance counselor. c. A university-sponsored guidance practicum in counseling shown on the college transcript. Period of Performance: Basic 1 Year contract with four 1 year options to include an additional 6 month option. (see RFQ template) Period of Performance is 30 April 2012 to 29 Oct 2017. The contract will be Firm Fixed Price with the CLIN structure as indicated in the RFQ template. The following Provisions and Clauses apply to this award: 52.204-7: Central Contractor Registration 52.204-9: Personal Identity Verification of Contractor Personnel 52.212-1: Instructions to Offerors - Commercial Items A. Late quotes will not be accepted. B. Facsimile quotes or emails will be accepted and can be sent to 805-606-5867 by the quote acceptance date. C. Wage Determination (WD) classifications: If you feel the WD does not contain a classification for this service please submit a SF 1444 asking for conformance to another classification. D. Quotes that don't comply with Technical submittal will be considered nonresponsive and not accepted. E. Acknowledge all amendments to the solicitation. F. A copy of Representations and Certifications must be submitted IAW FAR 52.212-3 or available electronically on ORCA. 52.212-2: Evaluation-Commercial Items : ADDENDUM to 52.212-2: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (1) a. Experience b. Price Relative order of importance: Experience is significantly more important than price. A quote must pass a technical evaluation showing the company has the experience required to meet the PWS service requirements for an Education Advisor before it will be accepted. A technical evaluation will be performed to ascertain if bidders have submitted documentation to show they meet experience requirements for this service. They will receive a pass or fail on the technical evaluation. A pass will show their bid responsive (acceptable), a fail will render it nonresponsive (unacceptable). The following items will be evaluated on the technical review: a. Copy of Four Year degree with transcripts showing 24 semester hours appropriate to the areas described in the PWS paragraph 3a, items 1-8. b. Documentation showing two years experience in adult/military education guidance counseling in the guidance office of a university or military education center as an academic/guidance counselor. c. A university-sponsored guidance practicum in counseling shown on the college transcript. (2). Once a bid has passed the technical evaluation it will then be ranked by price, highest to lowest. Award will be made to the bidder who's quote is technically acceptable and the lowest priced. (a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
