- Solicitation for Consumer and Retail Food Markets Program Procurement The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), National Capital Region Business Center (NCRB) intends to negotiate and award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a base year and four (4) consecutive option years in accordance with the attached solicitation see attachment 1. Award will be made to vendors most capable of meeting the requirements of the SOW within the solicitation. Pursuant to the authority of FAR Part 12.6, solicitation AG-32SB-S-12-0001 is issued as a partial Small Business Set-Aside. The applicable NAICS code is 541611. The required services are to provide data that will assist in the understanding of food purchases and consumption patterns of consumers and how these changes as people age, households change, new products are introduced, and new information is acquired to identify and develop consistent strategies for consumers in support of the Economic Research Service (ERS) Consumers and Retail Food Market Program. After award, firm fixed price task orders will be issued for specific requirements to the vendor submitting the proposal best meeting the requirements of the task order SOW. Any firm who can provide the above required services is invited to submit a proposal and substantiating documentation in writing to the point of contact (POC) below. The Government reserves the right at its discretion to determine the number of awards to be made. Proposals shall be submitted in accordance with (IAW) the solicitation instructions and shall be due by 2:30 pm Eastern Time (ET) on April 4, 2012. Questions concerning this solicitation shall be submitted, in writing via email or fax, to the POC below by 9:00 a.m. ET on Monday March 26, 2012. Telephone calls will not be accepted.
