Description
The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Combined Synopsis/Solicitation for commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 519130/541511. This Solicitation Number BBG50-R-12-00017DS is issued as a request for proposal (RFP) that will result in a multiple award Indefinite Delivery/Indefinite Quantity Contract (IDIQ) Firm Fixed Price contract using FAR Part 15 (Contract by Negotiation) procedures to provide for Creative Designer to support multimedia products and prototypes. The government reserves the right to make an award on the initial proposal without discussions of this procurement. NOTE: CONTRACTOR CAN PROPOSAL ON ALL OR JUST THOSE TASK AREAS THAT ARE SPECIFIED TO THEIR CAPABILITIES. STATEMENT OF WORK DESIGN IDIQ 1.0 Background In 2012, the Office of Digital and Design Innovation is embarking on a program to build new partnerships, adapt cutting edge technology and help integrate efficient and effective new work flows to drive US international media innovation. Our internal brief is simple: "Whatever a newsroom will be doing in two to three years; Do it now." Our goal this year is to accelerate the exploration, demonstration and adoption of the next generation of journalism, including making significant contributions to the "global news network" and creation of a 'global conversation'. 2.0 Objective Office of Digital and Design Innovation creates prototypes, demonstrations and innovative projects for mobile, social media, video/audio, graphics, gaming and websites. A positive and engaging User Experience is a priority for all ODDI products. ODDI works with both internal clients within the BBG, as well as external clients among our news entities (VOA, MBN, RFE/RL, RFA, and OCB). (a) ODDI needs to secure various types of skills, talents and experiences in the creative field (designers, graphic artists, technical designers) for mobile, social media, video/audio, graphics, gaming, and websites in a timely and flexible way. (b) This SOW describes the types of tasks areas that will be referenced within individual task orders. Each Task Order will have its own unique SOW that will specify the work to be performed, the creative objective, period of performance, the deliverable, acceptance criteria, and any special requirement related to each Task Order. The Firm-Fixed-Price for each Task Order will be negotiated and agreed to prior to the commencement of work. 3.0 Scope of Work Tasks ODDI requirements fall into one or more of the tasking area described below. Certain Task Orders could require off-site work, while others may require intense collaboration with ODDI personnel on-site. Some Task Orders could require delivery of an entire finished product, others may require only a small portion (say a logo) of a larger project. Some Task Orders may require the contractor to provide service from several different Task Areas below; while other Task Orders will require service from just one Task Area. The contractor shall provide status reporting on each Task Order with the frequency and detail delineated in each Task Order's Statement of Work. 3.1 Task Area One: Creative Lead The contractor shall provide visual and conceptual guidance on a project basis, to both the ODDI Creative Team and to the Client. Creative guidance will integrate Clients/Project requirements and include broad direction as to Look, Feel, and User-Experience of the digital product. Contractor shall draw on their deep technical knowledge to make certain that both functional and technical requirements inform the Visual Strategy for any given project. Contractor shall also give specific guidance and examples to the creative team, and consult/advise on the final visual solution. Whether the end prototype is a video, website, app, or social media product, the Creative Director shall make producing a positive user experience/interaction a priority. Ideal candidate will possess: 8 years of design experience in web design, graphic design and typography and conceptual design Formal training in Graphic Design for websites and user interface design Experience in branding, advertising and journalism preferred Strong portfolio with engaging diverse designs and styles A Graphic Design or New Media design diploma or degree Strong knowledge of JavaScript, Photoshop, Dreamweaver and Flash and CSS Experience in creating audio/video, mobile, social media, gaming, and websites Experience setting up, customizing and administering WordPress sites Experience in working in an Agile, Scrum environment 3.2 Task Area Two: Writer/Editor/Researcher The contractor shall provide text, editing, and research to support multi-media products and prototypes. Contractor will be required to research and communicate both technical (how things work) and editorial subjects (why things work), for an array of digital and multimedia prototypes. Research will be used for both general development goals, as well as very specific technical problems. There will be both short assignments to support limited one-time sites, as well as longer assignments (that may last months) to cover specific news/content events (such as US Elections). Writer must understand how to write for the different and demanding environments of Video, Audio, and Web. Tasks could be as varied as writing promo materials for an Interactive Game, dialoged for Web-only comic, or editing background material for an interactive piece on Global Warming. Some assignments may require research as well. Writer will routinely contribute to the ODDI blog, and must be able to propose interesting subject matter, as well as tackle subjects at the direction of the contracting officer. Ideal candidate will possess: 4-5 years of experience in multi-media Strong portfolio with engaging diverse designs and styles Experience in interactive products Knowledge of what JavaScript, CSS and HTML5 can do Experience writing for audio/video, mobile, social media, gaming, and websites Must possess updated industry knowledge and constant reading and scanning of technology, media and journalism blogs is required Experience in working in an Agile, Scrum environment 3.3 Task Area Three: Illustrator /Motion-graphic Artist The contractor shall provide animation, videography, still photography, editing, technical illustration, and motion graphics as needed to support multi-media products and prototypes. Contractor will be required to produce a wide range of illustrative/animated products, in a wide range of styles. Possible products could be: Shooting and editing a 2 minute video, animation of broadcast television program logos, animation of web program opening and logos, game graphics, interactive maps and graphics, illustration, and styling & motion consultation for HTML 5 animation. Ideal candidate will possess: 4-5 years of experience in animation/ motion graphics/ videography/ illustration Strong portfolio with engaging diverse designs and styles Video/New Media design diploma or degree Experience in creating for audio/video for mobile, social media, gaming, and websites Experience in working in an Agile, Scrum environment 3.4 Task Area Four: Web Designer The contractor shall provide web design as needed for both content managed sites, Word Press sites, and Social Media sites. Contractor must be an adaptive and flexible designer who can invent new visual identities, as well as adapt designs from previous products, under the direction of a creative director. Designer may be called on to write, adapt, and troubleshoot CSS, HTML, XML, JavaScript, and PHP. ODDI will be experimenting extensively with new technologies, including HTML 5. Candidate will cooperatively prototype, troubleshoot, problem solve, and test new technology. Ideal candidate will possess: 4-5 years of design experience in web design, graphic design and typography Formal training in Graphic Design for websites Strong portfolio with engaging diverse designs and styles including but not limited to commercial work and public sector work A Graphic Design or New Media design diploma or degree Experience in creating for audio/video, mobile, social media, gaming, and websites Experience setting up, customizing and administering WordPress sites Strong knowledge of JavaScript, Photoshop, Dreamweaver and HTML 5 and CSS Experience in working in an Agile, Scrum environment 3.5 Task Area Five: Front End/Word Press Designer/Developer Contractor will provide technical skills and expertise on a multi-disciplinary team. Contractor will provide front end development as needed for WordPress sites, as well as Social Network sites. Will be called on to write, adapt, and troubleshoot CSS, HTML, XML, JavaScript, and PHP. ODDI's mission is to prototype, troubleshoot, problem solve, and test new technology, and WordPress is an important part of this rapid prototype environment. Contractor will be asked to adapt existing WordPress templates and plug ins for new and creative uses. Contractor will also be asked to use existing templates and adapt and change the look an feel as needed. ODDI will be experimenting extensively with new technologies, including HTML 5, contractor must both be able to write HTML 5, and assist the office in envisioning practical uses in real world websites. Ideal candidate will possess: Must be highly skilled in HTML/CSS, JavaScript, PHP HTML 5 and CSS 3 Ability to Hand Code clean HTML, CSS, PHP, and JavaScript Strong ability to adapt look and feel of existing templates to meet new needs and clients Experience setting up, customizing and administering WordPress sites Experience coding audio/video, mobile, social media, gaming, and websites Strong knowledge of JavaScript, Photoshop, and Dreamweaver Experience in working in an Agile, Scrum environment 3.6 Task Area Six: Interactive Designer: The contractor shall provide guidance and consultation on Interactive Design for new prototypes and legacy products. Contractor will provide Usability Analysis, UX best practices, and PET (persuasion, trust, and emotion) advice. Contractor will design iterative testing (such as paper prototyping) for agile development plans. Contractor will also advise on changes, and carryout alterations, as a result of Usability testing. Contractor must be experienced in, and offer advice on, information design and display for a news, media, storytelling environment. Ideal candidate will possess: Skilled at Persona Development Task Flow Analysis, Story Boarding Wire Frames Prototype Development (high fidelity & low fidelity) Visual Design, Competitive Analysis Style Guide Development, etc Must have experience developing Games and other immersive interactives on audio/video, mobile, social media, gaming, and websites Experience in working in an Agile, Scrum environment 3.7 Task Area Seven: Campaign & Social Media Strategist: United States International Broadcasting is committed to engaging with a diverse international audience. The contractor shall develop engaging, cross-platform social media campaigns for existing clients and new projects. Contractor shall craft campaigns where Velocity, Viralness and Spread are key components. These campaigns must be competitive in an international setting. Contractor shall be able to keep campaign focused and nimble by identifying and interpreting key metrics. Social Media Strategist shall work with a closely integrated team of Designers and Developers to insure good user experience and audience engagement. Ideal candidate will possess: 4-5 years of experience a degree in Communications or related field Strong portfolio with engaging diverse projects on an international scale Experience in creating, promoting, and managing audio/video, mobile, social media, gaming, blog (WordPress) and websites Experience in advertising, marketing, branding and public sector preferred Experience in working in an Agile, Scrum environment 4.0 Deliverables Deliverable multimedia products shall meet the standards, terms and conditions set forth in the Statement of Work and in individual work assignment specifications. The contractor shall provide a bi-monthly invoice listing full cost breakdowns to include work completed. Invoices shall be submitted within 3 business days of the close date. As required by Individual Task Orders, contractors shall provide detailed documentation and fully commented code. Documentation should be understandable an audience with basic computer and Internet skills, but not overly technical. The Government will have the right to require correction of any deficiencies found in the Deliverable that are contrary to the information contained in the mutually agreed upon assignment specification. Deliverables shall include all graphics and individual elements of the completed product, including source code, and labeled layered files. In the event of rejection of any Deliverable, the contractor will be notified in writing of the specific reasons the Deliverable is being rejected. The contractor shall have an opportunity to correct the rejected Deliverable at the discretion of the ODDI Design Manager, or designee, depending on the timeliness and/or urgency of the news topic being prepared. The following clauses and provisions are incorporated and are to remain in full force in any resultant firm-fixed price contract; T he provision at FAR Subpart 52.212-1 [Instructions to Offerors - Commercial Items] applies to this acquisition, with no addenda. The provision at FAR Subpart 52.212-2 [Evaluation of Commercial Items] is hereby incorporated by reference into this combined synopsis/solicitation. The Written Technical Proposals will be evaluated in three equally-weighted areas (a) Capability) (b) Approach and (c) Experience/ Past Performance as follows: •(a) Capability: (e.g. personnel): Offerors shall describe their corporate capability to perform as stated in Statement of Work (SOW). •(b) Approach: The Government will assess the technical merit of the Offeror's approach in order to determine if the Offeror has the ability to successfully perform the task areas specified in the SOW. •(c) Experience/Past Performance: The IBB will assess the relevancy of the Offeror's experience/past performance to determine the Offeror's ability to perform the work requirements of the SOW. Offerors shall submit evidence of their experience in performing work. Offerors shall submit examples of no fewer than two (2) of their most recent or ongoing contracts relating to the work specified in SOW experience can be government or commercial. •(d) (x) Offerors shall submit a completed copy of the provision at FAR Subpart 52.212-3 [Offeror representations and certifications -- commercial items] with their proposal.
