- NASA/ARC intends to increase only the maximum value of the IndefiniteDelivery/Indefinite Quantity (IDIQ) contract line item for contract NNA08BB30T, FinancialSupport Services. Contract NNA08BB30T consists of two contract line items; one for FirmFixed Price (FFP) CORE requirement and one for FFP IDIQ task orders for additionalsupport of requirements beyond the CORE requirements. This contract was awarded through8(a) under a GSA Schedule to Al Razaq Computing Services, on July 31, 2008. Thisincrease is necessary to continue critical on-going task order requirements to supportthe Office of the Chief Financial Officer through the end of the contract performanceperiod. A modification reflecting the increase to the maximum value of IDIQ line itemwill be issued for the remaining period of performance which ends September 1, 2013.NASA is using the authority of other than full and open competition 10 U.S.C. 2304(c)(1). Award to another source during the same period of performance would result insubstantial duplication of cost to the Government that is not expected to be recoveredthrough competition, and unacceptable delays in fulfilling the agencys requirement. The Government does not intend to acquire a commercial item using FAR Part 12. Please note that Ames Research Center is in the beginning phases for the recompete of theFinancial Services. A determination by theGovernment not to compete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit theircapabilities and qualifications to perform the effort in writing to Rachel Jandron atRachel.A.Jandron@nasa.gov not later than 12:00 p.m. local time on March 28, 2012. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.
