- The Naval Air Warfare Center Aircraft Division Lakehurst under solicitation # N68335-12-R-0112 intends to procure Contractor Logistics Support (CLS) services to include maintenance and support services necessary to ensure component availability for consumable items and a 30 day Repair Turn-Around-Time (RTAT) for repairable components for the Reconfigurable Transportable Consolidated Automated Support System (RTCASS), to include AN/USM-702, RTCASS, AN/USM-725, RTCASS-HP and ON-640/USM-702, SMAL/CAL OTPS repairable assets. These systems and components are located in the Fleet as well as land based sites in CONUS (Continental US) and OCONUS (Outside Continental US) locations. The requirement will include Repair of Repairables (RoR), consumable parts procurement, Logistics data products such as Technical Manuals and Logistic Support Analysis Report (LSAR) updates; obsolescence management, calibration services, an incorporation into these services of Engineering Change Proposals (ECPs) as they become available. A Request for Information (RFI) was previously issued as N68335-11-RFI-0224. The Government intends to award a single Cost Plus Fixed Fee contract consisting of a one (1) year base and two (2) option years. The North American Industry Classification Standards (NAICS) code is 811219 and the Product Service code (PSC) is J066. This procurement contains Technical Data subject to the Export Control Laws, see note 8. Access to unclassified technical Data in control of the DoD that is desired to be provided to DoD contractors is controlled by the U.S./Canada Joint Certification Office (JCO). The JCO, a common, jointly staffed office, is located at the Defense Logistics Information Service (DLIS), 74 Washington Avenue North, Battle Creek, Michigan 49017-3084. The JCO receives and processes certification forms submitted by U.S. and Canadian contractors that wish to obtain access to unclassified technical data disclosing critical technology under the control of, or in the possession of DoD or DND. The DD2345 certification form will need to be approved prior to receipt of the RTCASS Technical Drawing Package (TDP). For DD Form 2345 information, visit the DLIS website at http://www.dlis.dla.mil/jcp. The drawing package will not be available until after the solicitation is posted on the web. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business Opportunities" and then "Open Solicitations." Look for amendments to the solicitation on the NAVAIR webpage as well. The solicitation will be posted on the webpage on or about 20 April 2012. Hard copies of the solicitation and amendments will NOT be mailed to contractors. The applicable requirements documents will not be made available until after release of the solicitation. The Government will not accept proposals that are submitted via facsimile or electronically via e-mail. The closing response date for this solicitation is anticipated to be 04 June 2012.
