- Fire Risk Memo Sole Source Justification PROPOSED SOLE SOURCE SOLICITATION: Gwin's Steam Cleaning Grease Hoods and Ducts Cleaning: FA8601-12-T-0144. The NAICS Code is 561790. The size standard is $7,000,000.00. The government intends to solicit and negotiate with one source under the authority of FAR 13.106(b) (1) and FAR 6.302-1(a) (2) (iii). The proposed source is Gwin's Steam Cleaning Inc. The purchase is for six months of Grease Hood and Duct cleaning at the various kitchens and canteens located on WPAFB, Ohio. This is a notice of intent. It is not a request for competitive quotations. Mr. Howard Marks, ASC/AQ, Wright-Patterson AFB, OH, 45433, has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
