Description
The Department of Labor (DOL), Office of Procurement Services, intends to issue a solicitation for firm-fixed priced proposals to acquire the following: The DOL Bureau of International Labor Affairs (ILAB) seeks to acquire services to produce methodologically-rigorous and high-caliber research papers with focus on the following topic areas: 1) Monitoring and expanding labor rights for contract labor; 2) Greater market access and poverty reduction in developing countries; 3) Business process outsourcing; 4) and/or involving targets of livelihood programs in program design. It is anticipated that one (1) to two (2) awards will result from this solicitation, which will be based on the total number of proposed research questions; proposed amounts to complete the research projects; and proposed duration to complete the research project. The solicitation will be issued on an unrestricted basis, utilizing full and open competition procedures. The applicable NAICS is 541720 (Research and Development in the Social Sciences and Humanities ($7.0M)). Interested vendors must download the solicitation from www.fbo.gov, as no paper copies of the solicitation will be issued or mailed. All responsible sources may submit a proposal, which shall be considered by the Agency. The approximate RFP issue date will be on or about 27 April 2012, closing 30 calendar days thereafter. Based upon market research, the solicitation will not utilize FAR Part 12, Acquisition of Commercial Items, procedures. Instead, procedures pursuant to FAR15, Negotiations, and FAR 35, Research & Development Contract will be utilized.
