Description
This is a pre-solicitation notice for HVAC work aboard barges located at Portsmouth Naval Shipyard in Kittery, Maine. The Government intends to negotiate a Firm Fixed Price (FFP) award. The resulting contract will be for a base period with a one-year option period. This requirement will be set aside for small businesses in accordance with FAR Part 19, with options to extend services in accordance with FAR Clause 52.217-8. The Contractor shall provide all personnel, equipment, tools, materials/parts, and other items/services necessary to perform monthly, quarterly, semi-annual and annual HVAC maintenance. The North American Industry Classification System (NAICS) code is 238220- Plumbing, Heating, and Air-Conditioning Contractors, and the size standard is $14 MIL. This procurement will be solicited as a negotiated procurement set aside for Small Businesses. NO SOLICITATION EXISTS AT THIS TIME. A complete Request for Quote (RFQ) package including Statement of Work will available on or about 28 March 2012 by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fedbizopps.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at any time prior to award. The prospective awardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling-1-888-227-2423 or via the Internet at http://www.ccr.gov/ the offerors at any time prior to award.
