- Description
- NASA/DFRC intends to extend Contract NND06AB40B with MECx, LP (MECx), on asole-source basis pursuant to 10U.S.C 2304(c)(1), Only One Responsible Source, in supportof Dryden Flight Research Center's (DFRC) Code SH, Safety, Health and EnvironmentalOffice. The objective is to extend the performance period for eight (3) months plus five(5) one-month options. This extension will allow the necessary time to complete ongoingefforts associated with the evaluation of proposals received in response to competitivefollow-on procurement NND10348201R, allowing for continuation of services to ensureprogram continuity and critical mission support and avoid significant service impacts.The current Contractor provides mission critical safety, health and environmental supportservices for the National Aeronautics and Space Administration (NASA) DFRC Edwards andPalmdale locations. Services are currently obtained using a hybrid firm-fixed price (FFP)and indefinite delivery, indefinite quantity (IDIQ) contract. The Contractor provides allresources, including labor, supervision, materials, and management necessary to operatesafety, health and environmental support service functions as described in the Statementof Work (SOW). The extension will increase the current contract value and extend theperiod of performance for five (3) months plus five (5) one-month options, for a totalextended performance period of up to eleven (8) months, from April 1, 2012 throughNovember 30, 2012. The current contractor, MECx, LP, is considered the only contractorthat can meet DFRCs needs given the potentially short period of performance for theextension. Award to another source at the same time that the evaluation of contractorproposals received in support of the GSA competitive recompetition is in process wouldresult in substantial duplication of cost to the Government that is not expected to berecovered through competition of the extension and would not allow for a sufficientphase-in period, thereby affecting the continuity of services and causing unacceptabledelays in fulfilling DFRCs requirements. Notwithstanding this stated intent, interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to the identified point of contact IN WRITING to the identified point of contactnot later than 4 PM PST on March 28, 2012. Such communication ofcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Oral communicationsare not acceptable in response to this notice. The Government does not intend to acquirea commercial item using FAR Part 12. All responsible sources may submit an offer, whichshall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. Theinstallation Ombudsman is Patrick C.
