Description
NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Cryptologic Systems Division Contracting Office at Lackland AFB intends to award on a sole source basis a 3-year Fixed Price Requirements contract for the repair of Rechargeable Battery Module(RBM) and Communications Module Converter (CMC) to the OEM, SeChan Electronics, Inc., 525 Furnance Hills Pike, Lititz, PA 17543 (CAGE: 7Z941). This proposed repair acquisition will include the following: Annual Best Estimated Quantity (BEQ) 1600 each, RBM I, NSN: 6140ND022503J, P/Ns: 858206, 858206-1 or 5-670-TASS-1008; Annual Best Estimated Quantity (BEQ) 450 each, RBM II, NSN: 6140ND022504J or 6140ND024895J, P/N: TASS-1800 or TASS-1800-1; Annual Best Estimated Quantity (BEQ) 10 each, CMC I, NSN: 6350ND022780J, P/N: 858221-1; Annual Best Estimated Quantity (BEQ) 20 each, CMC II, NSN: 6350ND022508J, P/N: TASS-1900. Required Delivery: 30 days after receipt of assets. The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award by May 2012. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within ten (10) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
