Description
664-12-2-2145-0159 VA262-12-Q-0576 The VA Contracting Activity VISN 22 intends to negotiate a commercial FAR (PART 12) Sole source procurement with UCSD School of Medicine located at 9500 Gilman Dr La Jolla, CA 92093. This Procurement is being conducted in accordance with FAR 6.302-1 only once responsible source and no other supplies or services will satisfy agency requirements, incorporates provisions and clauses as those in effect through Federal Acquisition Circular (FAC) 205-38. A justification for sole source has been prepared in support of this acquisition. This BOS announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued. Request or Quotation is RFQ VA-262-12-Q-0576. The North American Industry Classification System (NAICS) Code is 611310 and the small business size standard is considered, 7.0 M. The Contractor the University of San Diego Institutional review board (IRB), also known as an independent ethics committee (IEC), or ethical review board (ERB), is a committee that has been formally designated to approve, monitor, and review biomedical and behavioral research involving humans. In the United States, IRBs are governed by Title 45 CFR (code of Federal Regulations) Part 46, [10]. These regulations implement provision of the National Research Act of 1974, for example defining IRBs and requiring them for all research that receives support, directly or indirectly, form what was the Department of Health, Education, and Welfare at the time, and is now Department of Health and Human Services, (HHS). IRBs are themselves regulated by the Office for Human Research Protections (OHRP) within HHS. Each VA facility conducting human research must have an approved IRB of record. The VA facility may provide their own IRB or utilize the IRB of an affiliate. VA San Diego Healthcare System utilized the IRB of the University of California, San Diego (UCSD) as the IRB of record and will do so the remainder of this Fiscal Year. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government shall consider all proposals received by 1:00 PM Pacific Standard Time March 19, 2012. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No solicitation document exists and no telephone inquires shall be accepted.
