Description
This notice is in accordance with FAR 5.301 and FAR 16.505 Contracting Agency Office of the Comptroller of the Currency 250 E Street SW, Washington, DC 20219 Description of Action- The Comptroller of the Currency's (OCC) Management Application Services Delivery (MASD) requires continued project support from Definitive Business Solutions, Inc. (Definitive) for the SmartID Login Infrastructure Project (SLIP). The contracting action to which this exception applies awarded a follow-on task order to Definitive to provide said project support. The task order awarded was on a sole-source basis under an exception to the fair opportunity process for orders under multiple award contracts as provided for in Section H.1of the contract. Description of Supplies or Services- The follow-on task order includes support for project management support, change management, and testing as part of implementation activities for SLIP. Authority Cited- FAR 16.505 (b) (2) (iii) "The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order." Reason for Authority Cited- (a) Background: In September 2008, the OCC awarded Definitive a task order (TCC07HQD0050-TCC10HQ0008) to provide support to the Logical Access Management Program (LAMP), under which SLIP is one project. The task order was awarded after a competitive task order award process involving all three holders of the OCC Program Management Office Support (PMOS) indefinite delivery/indefinite quantity (IDIQ) contract. The scope of the original task order included tasks for the requirements phase of the LAMP system-development process; (b) Justification: The scope of the work for the follow-on task order constitutes "logical follow-on" to the original task order, its scope being downstream tasks typical in the system development process. Furthermore, as noted in the background, all awardees were given a fair opportunity to be considered for the original order. Finally, because Definitive has executed project support tasks for the first phase of the project, their team has in-depth knowledge of the project, the business processes related to the project, and the envisioned SLIP implementation. That experience makes it unlikely that another PMOS awardee could complete the follow-on work as quickly and at a lower cost than Definitive. Therefore, in the interest of economy and efficiency, the task order should be awarded on a sole-source basis, outside of the fair opportunity process. Award was made 3/20/2012
