Description
Finalized J&A FEMA tasked HNC Deployment and Housing PRT to prepare and provide infrastructure upgrades to an existing commercial mobile home park to install FEMA Temporary Housing Units (THUs) at the Country Terrace & Stony Brook Expansion Mobile Home Park in Columbia County, Pennsylvania. The contract provided forty-one mobile home sites for the placement of FEMA trailers for displaced flood victims. The agency's need for this contract was considered unusual and compelling because it provided for immediate response to the safety, security, health and welfare of displaced flood victims in Columbia County, PA as directed under Presidential Disaster Declaration DR-4030, dated 12 September 2011. Due, to the fact that numerous families were homeless in the Columbia County, Pennsylvania, USACE and FEMA worked together as first responders to assist displaced flood victims. The subject matter expertise provided by USACE HNC PRT's scope of work provided electricity, water and sewage capacity as well as site preparation so FEMA could safely and immediately install Temporary Housing Units (THUs) at Country Terrace & Stony Brook Expansion site. FEMA rated this acquisition "High Priority" due to extensive flooding from Tropical Storm Lee and Hurricane Irene. Due to the sense of urgency, a partial Notice to Proceed (NTP) sent out by the contracting officer to the contractor on 07 November 2011. The Government solicited Popple Construction because they were a local vendor and working a similar FEMA project within a neighboring Pennsylvania county.
