Description
Amendment 0001 Amendment #0001 to solicitation GS-07P-12-UD-C-0031 changes the Pre-Proposal Conference time to 8AM Mountain Time and provides Offerors the opportunity to attend a portion of the conference via a conference telephone number. All Offerors must sign and return one copy of this amendment. The GSA intends to award a contract to develop a report for management decision-making purposes regarding the National Petroleum Reserve-3 (Teapot Dome field) as well as the Rocky Mountain Oilfield Testing Facility (RMOTF) located near Casper, Wyoming. The estimated contract value is between $150k and $300k. The contract requirements will consist of the following: 1) A Highest and Best Use Analysis incorporating a complete Market Analysis; 2) a Marketability Study, including a Market Survey of potential buyers, to help ascertain the demand for this property specifically and how relatively competitive it would be; and 3) A presentation of ranges in sale prices and lease rates as indicated from market research of properties similar to the subject. The primary goal of this assignment is to provide some indication of which of the following options are most feasible and therefore, in the Government's best interest : 1. Disposal by sale on the open market. 2. Maintain ownership of the property but offer it up for lease. 3. Combination of the two. 4 Other. This is considered a consulting assignment, or pre-valuation analysis as no specific conclusions of Fair Market Value (Market Value) or Fair Rental Value are to be developed at this time. This assignment is to be performed by professional appraiser(s) and consultant(s) with experience and expertise in minerals evaluation and valuation. The principal appraiser must be a Certified General Real Estate Appraiser in the State of Wyoming, or be able to obtain temporary state certification during the course of the assignment. To the extent practicable, this consulting assignment shall be prepared in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP) and other industry guidance related to the appraisal of mineral rights - specifically, petroleum, as applicable.
