- The National Acquisition Center intends to issue a Request for Proposal (RFP) VA797P-12-R-0011 under the competitive negotiated procedures for Nitroglycerin Patches, Terbinafine HCL and Tramadol. Please see the items and estimated annual usage listed below. The estimated annual usage included Department of Veterans Affairs (VA), Department of Defense (DOD), Indian Health Services (HIS), Bureau of Prisons (BOP) and Federal Healthcare Center (FHCC). Awards will be made in the aggregate for each drug group in this solicitation. Group 1, Group 2, and Group 3 represent separate requirements for the purpose of Federal Acquisition Regulation (FAR) Clause 52.217-9, Options to Extend the Term of the Contract and FAR Clause 52.233-3, Service of Protest . The Government may award two contracts one for Group 1, a second for Group 2 and a third for Group 3. The Government reserves the right not to award a contract on this solicitation should offered prices match or exceed Federal Supply Schedule prices. In order to be considered for award the offerors shall submit a price for each line item and sub-line items within Group 1, 2 and 3. Offerors are required to submit a proposal for base year and the two, one year options for Terbinafine and a base and four one-year options for Nitroglycerin and Tramadol. For line item 1 offers that fail to include a price for line items 1A - 1D will be rejected and shall receive no further consideration. For line item 3 offers that fail to include a price for line items 3A and 3B or 3A and 3C will be rejected and shall receive no further consideration. Unit prices offered shall not exceed two decimal places. The Government reserves the right not to award a contract on this solicitation should offered prices match or exceed current Federal Supply Schedule prices. Proposals that fail to include prices for the base year and option periods for the line item proposed shall be rejected and shall receive no further consideration. If the offeror is other than the manufacturer, a letter of commitment from the manufacturer to the offeror or other evidence of an uninterrupted source of supply shall be provided by the offeror before contract award (see AS 7001). Otherwise, the offer shall be rejected and shall receive no further consideration. Products offered must be FDA compliant. Offerors shall provide a National Drug Code (NDC) that is unique to the offering company for each proposed line item (see AS 1527). Offers that fail to include NDC(s) unique to the offeror by the solicitation due date shall be rejected and shall receive no further consideration. Tablets/Capsules must be compatible with automated dispensing units (Baxter ATC Canisters, OptiFill etc.) The NAICS code for this procurement is 325412. Any future amendment and other miscellaneous documents will be available electronically for download at the following URL: http:/www.fedbidopps.gov.
