- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-12-033 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-56. The North American Industry Classification (NAICS) Code is 334515 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Med Associates, PO Box 319, St. Albans, VT the following parts/components needed for composition of rat chambers, etc: 1. Quantity (1) ea - Part # COM-103A-GP, MED Std Computer and Monitor Pkg, Windows XP, 512RAM, 250 GB, 7200 RPM Hard Drive The lab at NIH has several chambers and equipment from Med Associates and in order to maintain compatibility and reduce variables it is best not to have boxes and chambers from multiple vendors. Med Associates boxes are the only known boxes that allow for multiple modes of drug-delivery to the animals and give flexibility such as the boxes allow for dual self-administration capabilities, including oral and intravenous self-administration of drugs of abuse. The self-administration capabilities are critical for experiments we have planned in the immediate future. Also, the lab already has 16 Med Associates boxes and it is vital to the lab that all data is consistent. The lab already has computers that interface with Med Associates equipment. Adding different vendors may introduce a wild element to an experiment such as: a different resistance for a level press, certain odor we can't sense but an animal can and adding a different way to program the boxes adds complexity to a worker's task which may lead to errors. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 10 days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit one (1) copy of their quotation to the below address or via email to muckt@mail.nih.gov by the due date and time below. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due ten (10) calendar days from the publication date of this synopsis or by April 5, 2012 before 3:00 PM EST. The quotation must reference "Solicitation number" NIH-NICHD-12-033. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
