- Solicitation Statement of Work This is a notice of intent to place an order with the Association of State Dam Safety Officials, Inc. (ASDSO). This is also a solicitation open as a small business set aside to encourage small business concerns to submit a Request for Quote (RFQ) for review and consideration. All responsible sources may submit a capability statement, proposal and/or quotation, which shall be considered. If insufficient small businesses respond, an order may be issued to the Association of State Dam Safety Officials, inc. (ASDSO). Background: Dams built with the Natural resources Conservation Service (NRCS) assistance as part of watershed projects authorized by section 13 of the Flood Control Act of 1944, 33 U.S.C. 7016-1 and the Watershed Protection and Flood Control Act of 1954, 16 U.S.C.1001-1012 are generally regulated by state dam safety agencies. The dams are owned by watershed sponsors that are local units of the Government established under the state law and work in close partnership with NRCS locally in planning, installing, operating and maintaining dams as a critical parts of many watershed projects. Requirements: This acquisition is a requirement to provide training workshops for NRCS and State Dam Safety Officials on the Development of Emergency Action Plan (EAP) as a fundamental emergency management tool that: 1) describes appropriate actions for the emergency response personnel to take during an emergency situation; and 2) attempts to lessen the adverse consequences of a dam failure. The solicitation will be advertised in the FEDBIZOP with the intention to award a contract to the Association of State Dam Safety Officials, Inc. (ASDSO). This solicitation is also open as a small business set aside to encourage small business concerns to submit a Request for Quote (RFQ) for review and consideration. This solicitation will be open for 14 calendar days.
