Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil ). The RFQ number is N00244-12-T-0144. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-57 and DFARS Change Notice 20120312. It is the contractor s responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 541690 and the Small Business Standard is $14.0 Million Dollars. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(1)(c). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The acquisition is for the below described Professional Engineering Consulting Services from Vaycon Consulting, Baltimore, MD, in accordance with the Statement of Work as detailed below. The proposed contract is in support of the Crack Resistant Concrete Repair Material Demonstration/Validation Project. The objective of the crack resistant concrete repair material project is to further the development of a unique repair material and demonstrate its use under full scale production processes. The production of this material requires the use of state-of-the-art materials including a modified elastomer crumb rubber. The NAVFAC Engineering Service Center (NAVFAC ESC) has worked with a Small Business Innovative Research (SBIR) partner (MER) for the last six years on phases I & II of a project to develop this Crack Resistant Durable Repair Material (Navy Contract No. N00014-07-C-0390). Vaycon Consulting was retained by MER during this time as a subcontractor to provide them with subject matter expert level engineering services and technical consultation regarding the development of the repair material. The unique and highly specialized engineering knowledge that Vaycon Consulting has acquired by being a part of the prior SBIR work ensures that the crack resistant repairs completed under this project will function as designed. The material is to be demonstrated on a Navy fueling pier and a premature failure of the repair material would translate to increased maintenance costs and a decrease in military operational capability of the pier. Utilizing other incapable sources is not operationally or monetarily feasible and unacceptably increases risk. Therefore, the Government can only acquire these services from Vaycon Consulting on a sole source basis. (See Attached Sole Source Justification.) Statement of Work 1.Project Title: Crack Resistant Concrete Repairs Technical Consultation 2.Background: Conventional repair materials typically crack in a short time (a few months), thus setting the stage for premature failure by allowing the rapid ingress of water, air and chlorides to reach the steel reinforcement. Throughout the DoD (and industry wide) conventional repairs are estimated to last just 5 to 7 years. The NAVFAC Engineering Service Center (NAVFAC ESC) has worked with a Small Business Innovative Research (SBIR) partner (MER/Conproco) for the last six years on a project costing $1.85 million to develop a Crack Resistant Durable Repair Material under Navy Contract No. N00014-07-C-0390. The final (Phase II) report was completed in February 2010. The resultant pre-bagged concrete repair material has been successfully demonstrated at NAVFAC ESC s Advanced Waterfront Technology Test Site (AWTTS) as being crack free after one-year exposure. The approach taken in the development of this material was to include recycled rubber that is bonded to the cement paste so as to relieve internal stresses that often result in cracking. The material properties and characteristics were evaluated through a comprehensive laboratory testing program conducted in accordance with the recommendations of the American Concrete Institute 364.3R, Guide for Cementitious Material Data Sheet . The final product is unique in that it contains crumb rubber, fly ash and silica fume; all of which are recycled industrial by-products, and thus it is a step towards using greener materials with lower life cycle costs. NAVFAC ESC has been funded by the Office of the Secretary of Defense Corrosion Prevention and Control Program (OSD) to demonstrate and validate the use of crack resistant concrete repair materials under full-scale construction processes on Navy concrete repair projects. NAVFAC ESC currently has a Cooperative Research and Development Agreement (CRADA) in place with Conproco to transition the repair material into widespread usage in the Navy and throughout the DoD. 3.Scope: The contractor shall provide engineering and professional/technical services with regard to the demonstration and validation of a crack resistant concrete repair material. The work shall include preparation and review of technical reports, development of a material testing plan, technical input and collaboration on repair material mixture refinement, and site visits to material demonstration sites to provide on-site consultation. 4.Performance Requirements: a.Technical Report Contractor shall produce a technical report on the state of the technology related to compatibility issues that contains the findings of the study to be performed and the factors pertaining to the complex issues of compatibility in composite repair/overlay systems. The report will provide a comprehensive description and analysis of repair material compatibility, including guidance to help the engineers, material manufacturers and contractors to understand factors that should improve the long term performance of the repair projects. The report will also make recommendations for further research needs in compatibility area. An outline of the report is contained in Appendix A. b.Concrete mixture refinement The contractor will work in collaboration with NAVFAC ESC and Conproco to refine the concrete mixture using new source/s of crumb rubber. Mixture proportions and component materials and quantities will be selected to achieve desirable concrete strength, workability, and durability properties. Required collaboration efforts may include teleconferences with NAVFAC ESC and Conproco and/or an on-site meeting at the Conproco facility in Dover, NH. c.Develop testing plan for characterizing properties of the mixture The contractor will develop a testing plan for characterizing the properties of the concrete repair material mixture. The test plan shall include provisions for determining all properties required in the American Concrete Institutes Guide for Cementitious Material Data Sheet ACI 346.3R. d.On-site consultation The contractor shall provide on-site consultation at the crack free concrete repair material demonstration sites at Navy installations in Pearl Harbor, HI and Rota, Spain. On-site consultation will consist of providing guidance and/or comments on concrete repair construction methods being utilized to perform the repairs and comments on the quality of the finished repairs. Consultation will require contractor to be present on a Navy pier or wharf during the placement of repair materials and may also include meetings in a government provided office setting. Dates for on-site consultation will be scheduled with NAVFAC ESC and the construction contractor performing the repairs. e.Review reports As needed, the contractor will provide technical/peer review and comment of reports related to the crack resistant concrete repair project. 5.Deliverables and Delivery Schedule: a.Technical Report Contractor will provide a 100% draft report of the technical report on the state of the technology related to compatibility issues electronically in Microsoft Word format no later than March 30, 2013. The final report will be provided electronically in Microsoft Word format no later than September 30, 2013. b.Develop testing plan for characterizing properties of the mixture A comprehensive testing plan for the characterization of mixture properties in accordance with the American Concrete Institute 364.3R, Guide for Cementitious Material Data Sheet shall be provided electronically in Microsoft Word format no later than 4 weeks after the beginning of the period of performance. c.On-site consultation visit reports A written letter report documenting the on-site visit will be provided in Microsoft Word format no later than 14 days after the conclusion of the site visit. 6.Performance Standards and Assessments: Performance RequirementPerformance Standard and Acceptable Quality LevelAssessment Method Technical ReportContractor shall submit a written 100% draft report in Microsoft Word format which will include, as a minimum, all topic headings contained in Appendix A. Contractor shall update the written 100% draft report to incorporate comments and recommendations from NAVFAC ESC before submitting the final report. Completeness and timeliness of reports will be assessed on a percentage basis. Minimum length of final report shall be 15 pages.NAVFAC ESC Project Manager & team members will review the document. Concrete Mixture RefinementContractor shall coordinate with NAVFAC ESC and Conproco to refine the concrete mixture using new source/s of crumb rubber. Mixture shall be designed to provide fresh and hardened concrete properties determined by NAVFAC ESC, Conproco, and the contractor.NAVFAC ESC Project Manager & team members will review the final mixture and verify the contractor s collaboration. Develop testing plan for characterizing properties of the mixtureContractor shall develop a testing plan in accordance with ACI 346.3R Guide for Cementitious Material Data Sheet . Testing plan will include all tests necessary to characterize the repair material mixtures properties.NAVFAC ESC Project Manager & team members will review the document. On-site consultation Contractor shall travel to the demonstration site and provide on-site consultation to NAVFAC ESC. Consultation shall consist of providing comments on the field placement of the crack resistant repair material. Comments shall include a brief technical discussion of material properties during placement and a summary of lessons learned.NAVFAC ESC Project Manager & team members will verify contractors presence at the site and review the submitted site visit reports. Review ReportsContractor shall provide peer review of reports related to crack resistant concrete repairs by NAVFAC ESC and/or others. Review shall consist of reading the report and providing comments on technical content and testing methodology as applicable.NAVFAC ESC Project Manager & team members will review the submitted comments. 7.Government-Furnished Equipment and Information: The government will supply available NAVFAC ESC reports including the SBIR Phase I and II reports prepared under Navy contract number N00014-07-C-0390 as requested by the contractor. 8.Place of Performance: Report preparation and review will be performed at the contractor s place of business. On-site consultation will occur at the demonstration sites. Demonstration sites currently include Pearl Harbor, HI and Rota, Spain. 9.Period of Performance: The period of performance will be from date of award through December 31, 2013. 10.Security: All work performed under this statement of work will be UNCLASSIFIED. APPENDIX A REPORT OUTLINE 1. Background and Problem Statement. 2. Anticipated award date is on or about 30 April 2012. Performance is estimated to be from April 2012 through December 2013 FOB Destination.
