- This is a notice of intent to award a sole source contract to the University Corporation for Atmospheric Research (UCAR) under the Federal Funded Research and Development Centers policies in support of the Air Force Weather Agency. This notice is for informational purposes only, Numbered Note 22 applies. This is neither a request for proposal nor solicitation of offers. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received by close of business (15 days) will be considered solely for the purpose of determining whether to conduct a competitive acquisition. The UCAR, through their stewardship of the National Center for Atmospheric Research (NCAR), is the "Community Coordinator" for the creation, development, and sustainment of the Weather Research and Forecasting (WRF) model. UCAR is the sole developer of the software architecture framework to this model, which enables its community open design, as well as the sole developer of the Advanced Research WRF dynamical core to this model, which is foundational to Air Force Weather's terrestrial numerical weather prediction capability. UCAR performed this role for the WRF prototype since the late 1990's and after the release of version 1.0 in 2000. UCAR scientists received funding from the National Science Foundation (NSF) to perform research and developmental type work on WRF since 1997. Subsequent to the initial community release, UCAR provided continuous software architecture framework RDT&E to sustain an ever growing community user base, as well as, model dynamics and physics improvements of their own. In their role to ensure scientific veracity and utility to community contributions to the WRF model, UCAR ensured baseline model quality and standards through configuration management for all subsequent. UCAR provides coding standard guidelines for all contributors to follow, and provides regression testing prior to an annual release in April. The WRF model is the core numerical weather prediction model in support of Air Force Weather's Specialized Models, AFW's aerosol and dust forecasting capability, as well as its electro-optics and point analysis intelligence system. Additionally, WRF also is a driver to the land surface model used throughout the DoD and the statistical cloud forecasting capability provided to the intelligence community. Under this contract, UCAR will provide services to establish and maintain WRF reference configurations; maintain, upgrade, and enhance the capabilities of the Model Evaluation Tools (MET) and provide support to the community for improved verification capabilities; and data assimilation system support and testing. This effort will be a Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a five year ordering period.
