Description
The US Naval Research Laboratory (NRL) intends to issue a firm-fixed-price commercial item contract to a single source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 20 April 2012 to Annapolis Micro Systems. The delivery period is ten to twelve weeks after receipt of order. The estimated cost is $258,408.00. The prospective contractor shall provide six field-programmable gate array (FPGA) processor boards. The Annapolis Micro Systems (AMS) board is specified for use in a VME 64X chassis. The board has two daughter card sites for input/output (I/O) cards, two Xilinx LX160-12 FPGAs, two Xilinx FX100-12 FPGAs, 32 megabytes of quad data rate (QDR) static random-access memory (SRAM), and one gigabyte of dynamic random-access memory (DRAM). The specific AMS part number is WS4/XC4LX160-12V64/XC4FX100-12/32MQ2/1G. The Naval Research Lab (NRL) is funded by PMW-120, SPAWAR Battlespace Awareness and Information Operations, to provide Medusa subsystems to Ship Signal Exploitation Equipment, Increment F (SSEE Inc-F). Previously, in 2011, under this work unit, 57-9513, NRL delivered six low-rate initial procurement (LRIP) Medusa subsystems to Argon ST, the Navy's prime contractor for SSEE Inc-F systems, for integration and delivery to the fleet. PMW-120 is now requesting an additional six full-rate production (FRP) Medusa subsystems to be delivered to Argon ST in 2012. This procurement of six field-programmable gate array (FPGA) processor boards is to support these six FRP systems. NRL intends to award this requirement as a sole source to Annapolis Micro Systems because it is the only provider of the exact commercial-off-the-shelf configuration of the FPGA processor board required by the Medusa subsystem. The North American Industry Classification System (NAICS) code for this requirement is 334418 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the government point of contact at the e-mail address shown below. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government.
