- Description
- The Naval Research Laboratory (NRL) conducts Research, Development, Testing, Evaluation, and Engineering programs in the areas of marine corrosion, marine engineering, materials, electrochemistry, coatings, biofouling remediation and environmental effects as related to the Navy surface ships, submarines, marine structures, aircraft, shore facilities and associated government use. These basic and applied RDT& E programs are performed in the laboratory with a number of at-sea and field-based engineering Science & Technology (S&T) demonstrations at command, shipyards, fleet regional maintenance centers and shipboard. The scope of this requirement is to acquire scientific, engineering, technical, and analytical support for ongoing NRL research projects supporting the Navy's corrosion mitigation, coatings, environmental and prevention programs. Research support require on-site and offsite performance at NRL facilities in Washington, DC and at the NRL Marine Corrosion facility located in Key West, FL. Additional places of performance may include, but not limited to: DoD labs, San Diego, CA, Norfolk, VA, Puget Sound, WA, and Pearl Harbor, HI. The Contractor will be required to support tasks at a level up to Secret. Foreign nationals require Government approval for performance on unclassified tasks orders. The requirement is hereby issued as a Full and Open Competitive requirement. An Indefinite-Delivery, Indefinite Quantity type contract is anticipated with Cost Plus Fixed Fee and/or Firm Fixed Priced type Delivery Orders. The anticipated period of performance in which orders may be issued is projected to be three years from date of award. The actual closing date for receipt of proposals will be stated in the solicitation when issued. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions concerning the RFP no later than 7 (seven) business days before the response date of this solicitation. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
