- FOR ALL INFORMATION PLEASE CONTACT: Larran Frasier, 443-395-7005 larran.w.frasier.ctr@mail.mil The U.S. Government is seeking sources of supply Hand Held VHF Radios for potential Foreign Military Sales (FMS) to the country of Israel. Due to the type of funding, responses are limited to US manufacturers. The purpose of this Market Research is to identify interested sources that can provide/manufacture and deliver Hand Held VHF Radios that meet the Desired Capabilities contained in the attached document. This is not an official RFP Reponses are limited to the Desired Capabilities posted on FedBizOps. Provide product specifications, part numbers, literature, technical data sheets, pictures or brochures and links to Web sites containing such information are preferred if available. Please provide ROM. This is Hand Held VHF Radios should meet Quality standard: ISO 9001-2000 Provide quantity discount pricing. Provide Cage Code and DUNN's number. Company must be registered with Central Contractor Registration (CCR). Responses are required by 9 Apr 2012. Preset channels>=5. Modulation type: FM. Freguency accuracy: 8 hours (transmit: receive; 1:9). Low battery alarm: Required. Rechargeable battery: Required + Battery charger. BIT: Required. Antenna Gain: > -8 dBi Display: Required. Internal microphone and speaker: Required. External hand set connection: Required. Side tone: Required (At audio output connector). Calculated MTBF: > 5,000 hours. Radiation safety: Compatibility with the ECNIRP standard (including SAR test). EMI reguirements: The radio shall not interfere with other military equipment. Transmitting requirements Power output: 5 Watt 1.5 dB. FM deviation: 5.6 KHz 10%. FM distortion: < 5% (0.3 -3.3 KHz). Sub tone freguency: 150 Hz 2 Hz. FM sub tone deviation: 3 KHz 10%. Transmitter output protection: VSWR I -00. Receiving requirements Sensitivity: Better than -115 dBm @ 10 dB Sinad. Sguelch type: tone 150 Hz. Audio distortions: < 5% (At audio output connector, 0.3 -3.3 KHz). Internal speaker acoustic level: > 70 dBA. Internal speaker acoustic distortion: +37 dBm. Physical requirements: Weight: < 500 gr. (With battery). Volume: < 640 ccrn. Environmental conditions durability The transceiver should meet the following environmental conditions durability requirements: Ruggedness: Operational temperature: -10 c to 55 c. Guidelines for response to the RFI: Purpose: The purpose of this part is to specify the main criterions upon which replies to this RFI shall be considered. General demands: The Company should present its product's specifications and its ability to test the product in the required operational scenarios. The company should present a table of compliance between the requirements of this RFI, and the company's offer. Scheduling: The company should present its response to this RFI within a month from the moment of delivery of the RFI document to the company representative. The company is required to specify an estimated date for presenting a fully functional product that meets the specifications. The company is required to present a schedule for the project (main milestones), from order acceptance to beginning of supplies. Costs estimation: The company should present costs estimation for the next stages: Model evaluation and tests Field test The company is required to present a cost estimation of the product for the next supply quantities: 500 units 1000 units 2000 units 3000 units FMS: The Company is required to present its ability to accept FMS. Models: The company should supply two (2) fully operating models: of the product as a part of the response to this RFI. The models will undergo evaluation procedures and tests Standards: The company should present the standards upon which the proposed product is based. The company should specify the standards, upon which the tests/simulations of the product's parameters shall be performed (environmental conditions durability, electrical specs, SAR etc.). " The company should present the antenna spec., including its VSWR and gain over frequency and azimuth. The measuring set-up and procedure should be described in detail. The company should specify radiation safety standards, which the product meets. Maintenance and technical support The company should specify its representative in Israel. The representative should supply the warranty services for the company's product and replace damaged products in the future. The company should specify its ability to supply maintenance and technical support services for its products in Israel Considered parameters Designing and implementation principles, product parameters and capabilities (transmitting power, communication range, antenna gain etc) Environmental conditions durability Product price User safety standards the product meets Mechanical parameters (e.g. weight, dimensions etc.) Product's MTBF Simplicity of operation and maintenance
