- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposals (RFQ) and the reference number is W9124Q-12-R-AMP2334. The Offeror must quote on all or none basis and written proposals are required (oral offers will not be accepted). Survivability, Vulnerability, Assessment Directorate at White Sands Missile Range has a requirement purchase an amplifier with a 7.5 - 18GHz range capable of transmitting 500 watts. Please see attached statement of work (SOW) for further details of the requirement and equipment description. The Government intends to award a firm fixed price contract resulting from this solicitation to the responsible offeror having the BEST VALUE for the Government and conforms to the solicitation requirements. Best Value is a combination of Technical Performance, Technical Requirements (as listed in the SOW), Price and Delivery. Please include CAGE Code, DUNS, Tax Identification Number, FOB Destination, Discount Terms, and delivery of equipment. The solicitation is issued for full and open competition as a Request for Quote. The applicable NAICS Code is 335999 and the size standard is 500 employees. Payment will be made by the Defense Financial and Accounting System (DFAS); therefore, vendors must be registered in the Central Contractor Registration (http://www.ccr.gov/), as well as, Wide Area Work Flow (https://wawf.eb.mil/). The items needed are listed in the ATTACHED STATEMENT OF WORK: PLEASE REFERENCE. Quotes must include FOB delivery to White Sands Missile Range, NM. Any applicable local, state, or federal taxes must be included in total proposed cost. Partial quotes will not be considered. SUFFICIENT INFORMATION AS LISTED IN THE SOW UNDER THE "PERFORMANCE SECTION" MUST BE SUBMITTED WITHIN THE QUOTE FOR A TECHNICAL REVIEW TO BE ACCOMPLISHED. QUOTES SUBMITTED WITHOUT SUFFICIENT INFORMATION WILL NOT BE CONSIDERED. All quotes submitted in response to this solicitation shall submit by E-mail to bernadette.quevedo@us.army.mil no later than 1300 MST on 30 April 2012. Acknowledgement of receipt will not be made.
