Description
The U. S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division on behalf of the Joint Program Office for Chemical and Biological Defense, Joint Project Manager Protection has a requirement for a Contaminated Human Remains Pouch (CHRP). The purpose of the CHRP is to provide for the safe intra-theater recovery, transportation, and handling of human remains contaminated with chemical, biological, radiological (CBR), or Toxic Industrial Material (TIM) hazards, and to potentially support further movement and final disposition. The CHRP is a project with participation from multiple services. Complete CHRP performance requirements will be delineated in a detailed Performance Specification (PSPEC). The intent of this acquisition effort is to base the design on a modified Commercial-Off-The-Shelf (COTS)/Non-Developmental Item (NDI) product. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type in which Delivery Orders may be issued for a one year base period and four, one year option periods. The Government envisions delivery orders which shall be Firm-Fixed-Price contracts. The guaranteed minimum order will be $700, and the cumulative total of all Delivery Orders awarded to all awardees will not exceed $8,000,000.00 over the life of the contract. The Government envisions that multiple awards will be made; however, it reserves the right to make no award or to make a single award, if in the best interest of the Government. If for any reason, there are no successful proposals, or a single successful proposal, the Government reserves the right to re-open the solicitation. A small business goal of 100% is in effect and proposals shall address the small business plan. NAICS Code 314999 - All Other Miscellaneous Textile Product Mills applies with a small business size standard of 500 Employees. The Government currently estimates that the Request for Proposals (RFP) will be released within the next 15 days, and proposals will be due 30 days after the RFP is released.
