Description
This is a sources sought notice for information and acquisition planning purposes only. This is not a request for proposals, not a formal solicitation. This notice is being sent for Market Research purposes only. No contract award will result from any responses received. The intention is to identify potential interested parties for a future solicitation that may be issued at some later date. The anticipated period of performance shall be June 01, 2012 (firm, no exceptions or delays in start date) through June 01, 2013, with the possibility of four additional one year options. SCOPE: The contractor shall provide all labor, travel, per diem and lodging necessary for deploying and sustaining workers identified herein, in the Kingdom of Bahrain (destination TBD). The Southwest Regional Maintenance Center (SWRMC), San Diego requests responses from qualified concerns capable of providing (4) fully qualified personnel as follows: ITEM 0001: One (1) Master machinist: minimum ten years of experience as a manager/supervisor in the ship repair industry; extensive experience and knowledge for the overhaul and repair of the MCM machinery/equipment/systems as follows: 1)Main engines 2)Main reduction gears 3)Controllable pitch propellers (CPPs) pumps and motors 4)Water pumps and motors 5)Fuel oil pumps and motors 6)Lube oil pumps and motors 7)Hydraulic pumps motors 8)Air conditioning compressors and chillers 9)Air compressors and heat exchangers 10)Deck winches and handling equipment 11)Steering rams 12)Steering pumps and motors 13)Lube oil and fuel oil purifiers and heaters 14)Fire pumps 15)Circulation pumps 16)Mechanical seals 17)Anchor windlass and capstans 18)Rigging and material handling 19)Shafting, shaft seals and spring bearings 20)Valve repairs 21)Basic knowledge of electrical and electronic systems The technician must have experience and knowledge of inside machinist skills; the operation of lathes, milling machines, drill presses, with other basic machine shop tools and tooling. The technician must be a certified for general brazing and welding support; must have communication written skills for submittal of condition reports and updates; have organizational skills for ordering and control of MCM parts, tools and materials; be capable of providing oversight and maintenance of portable working facility (trailer compound); extensive experience and knowledge in training methods for training of SWRMC Navy active duty personnel (officers/enlisted) assigned to MCM maintenance in Bahrain; the ability to train and mentor SWRMC active duty personnel in the maintenance, repair and overall of MCM related equipment as listed above. In addition, the technician must have a valid current US passport and hold or be eligible for at minimum a confidential security clearance with the ability to travel for extended periods of time outside CONUS location. ITEM 0002: Two (2) Foreman level outside machinists with basic knowledge/experience of electrical and electronic equipment/systems: minimum five years of experience in ship repair industry; knowledge of overhaul and repair of MCM machinery/equipment/systems as follows: 1)Main engines 2)Main reduction gears 3)Controllable pitch propellers (CPPs) pumps and system 4)Lube oil pumps 5)Fuel oil pumps 6)Hydraulic pumps and motors 7)Fire pumps 8)Circulating pumps 9)Air compressors and chillers 10)Heat exchangers 11)Deck winches 12)Anchor windlass 13)Capstans and deck handling equipment 14)Steering rams, pumps and motors 15)Lube oil and fuel oil purifiers and heaters 16)Basic Rigging 17)Shafting 18) Basic knowledge and experience with electrical and electronic equipment/systems (Basic knowledge definition: The technician must be able to safely use a multi-meter, megger, clamp-on meter and electrical/electronic hand tools. They should also be able to identify short circuits and open circuits.) The technicians must have a valid current US passport and hold or be eligible for at minimum a confidential security clearance with the ability to travel for extended periods of time outside CONUS location. ITEM 0003: One (1) Foreman level outside machinist with intermediate knowledge/experience of electrical and electronic equipment/systems: minimum five years of experience in ship repair industry; knowledge of overhaul and repair of MCM machinery/equipment/systems as follows: 1)Intermediate knowledge and experience with electrical and electronic equipment/systems (Intermediate knowledge definition: The technician must be able to safely use a multi-meter, megger, clamp-on meter and electrical/electronic hand tools. They should also be able to identify short circuits and open circuits. The technician must be able to read and interpret schematics, blueprints and diagrams. Must be able to diagnose component failures.) 2)Main engines 3)Main reduction gears 4)Controllable pitch propellers (CPPs) pumps and system 5)Lube oil pumps 6)Fuel oil pumps 7)Hydraulic pumps and motors 8)Fire pumps 9)Circulating pumps 10)Air compressors and chillers 11)Heat exchangers 12)Deck winches 13)Anchor windlass 14)Capstans and deck handling equipment 15)Steering rams, pumps and motors 16)Lube oil and fuel oil purifiers and heaters 17)Basic Rigging 18)Shafting The technician must have a valid current US passport and hold or be eligible for at minimum a confidential security clearance with the ability to travel for extended periods of time outside CONUS location. NOTE: ITEM 0002 and ITEM 0003 Foreman level outside machinists must have the following additional requirements, skills and experience: extensive experience and knowledge in training methods for training support of SWRMC Navy active duty personnel (officers/enlisted) assigned to MCM maintenance in Bahrain; the ability to train and mentor SWRMC active duty personnel in the maintenance, repair and overall of MCM related equipment as listed above; have communication written skills for submittal of condition reports and updates; organizational skills for ordering and control of MCM parts, tools and materials. Interested business concerns should submit a capabilities statement (not to exceed five pages) that demonstrates their capability to provide the personnel described herein. No award will result from this sources sought notice. All responses submitted are for market research purposes only, as prescribed under FAR Part 10 Procedures.
