- This is a combined Synopsis/Solicitation/Request for Quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued for the solicitation number NIAID-RFQ-12031. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-57 dated March 15, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Total Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 333314, which has a business size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure an Automated Crystallization Station for protein crystallography. Item/Description/Quantity: (1) Automated Crystallization Station to include: 100ul Flex Dispenser Wash Module, X-Y stage, Desktop Computer w/Software, (2) Digital Microscope System to include X-Y stage, 3MP Camera, 6.5 zoom ration lens and image capture and scoring software with computer, qty-1, (3) Intelli-Plate Trays, 96-3 Well, 120/case, qty-1, (4) Plate Seals, 50/pack, qty-2, (5) Hanging Drop Tool, qty-1. System must be able to provide a non-contact dispenser for protein dispensing down to 100nl, flex tip positive displacement dispense head for dispensing viscous screen down to 100nl, 4 protein source positions, 1 screen block/additive position, 1 protein plate position, fixture available for hanging drop set-ups, integrated wash system, easy to use drag and drop software, set up sitting, drop, hanging drop, and micro batch reactions. Delivery shall be for 45 days from date of award to Rockville, Maryland 20852. The following factors shall be used to evaluate offers: 1) capability to meet salient characteristics, 2) price, 3) warranty, and 4) delivery. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. In order to be considered for an award, an Offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an Offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
