Description
GOVERNMNET SOURCES SOUGHT “ REQUEST FOR INFORAMTION (RFI) for Landing Craft Air Cushion (LCAC) Scavenge fans. THIS IS NOT A REQUEST FOR PROPOSALS. Fans should be of a form-fit-function equivalent design to the current baseline LCAC Scavenge fans as described herein, with minimal or no craft modifications required. This market survey in no way binds the Government to offer contracts to responding companies. Background info: The LCAC Scavenge Fans are a vital part of the ETF40B gas turbine combustion air intake filtration systems. There are four (4) scavenge fans installed on each craft, one for each engine intake. The swirl tube and hook vane Intake filters are designed to filter out sand and solid particulates and due to these particles being heavier they fall to the bottom of the filter housing where the scavenge Fans remove the water, sand and solid particulates and discharge it overboard. The main engine filtration system requires the scavenge fans to remove approximately 10 percent of the engine total air flow. The scavenge fans are a hydraulically driven vane axial design. NSWC PCD seeks alternate fan designs that will satisfy the performance requirements of the scavenge fan, and upon evaluation of the sources, intends to down-select one or more fans for qualification and operational testing. The primary objective is to identify one or more new sources for replacement scavenge fans at reduced cost and increased availability, compared to the current fan. The following is an overview of the specifications for each fan: Operate with MIL-L-23699 synthetic lube oil supplied by the LCAC gear pumps at 3000 PSI and 7.5 GPM Provide 2170 CFM air flow at 12 inches H2O static pressure rise Constructed of corrosion resistant materials Withstand constant exposure to moist marine environment and salt spray Fan impeller resistant to erosion- withstand continuous ingestion of air/water mixed with sand and particulates without undue performance degradation over time Not significantly exceed current fan size envelope of 12 inch overall diameter x 13 inch overall length Responses Responses to this RFI should include supporting materials that provides a demonstration of your company ™s capabilities, experience, and overall understanding of the evaluation criteria that NSWC Panama City Division has identified. The following information is requested (please indicate if the information is an estimate or actual). A development cost ROM is requested where an off-the-shelf estimate is not available for the criteria listed above. 1.Description of the fan or fan technology as it applies to the evaluation list above 2.Product Development history and status 3.Product application and history of fielded systems 4.Installation and integration requirements 5.ROM cost and development schedule for a prototype system 6.ROM cost and lead time 7.US Military applications including points of contact Information provided will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. At no cost to the government, responding vendors may continue technical dialogue with this market survey ™s Technical Point of Contact after the initial response is provided. This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. NSWC PCD requests your responses by 10:00 am (CST), on 9 April 2012. Submissions will not be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD strategic Planning.
