- MODIFICATION-INTENT TO AWARD A SOLE SOURCE. the Department of Health and Human Services (HHS), Office of Secretary, for the Office of the National Coordinator for Health IT (ONCIT), through the Program Support Center (PSC), Division of Acquisition Management (DAM), intends to negotiate on a sole-source basis with Health Information and Management Systems Society (HIMSS) 33 W. Monroe St., Suite 1700, Chicago, IL 60603, TO EXTEND ITS CURRENT CONTRACT, number HHSP233201100224A, for three (3) months. The statutory authority is 10 USC 2304(c), as set forth in Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Office of the National Coordinator for Health IT (ONC) is seeking a three-month extension to its contract requires information regarding HIE participation and broadband and wireless technologies in critical access hospitals (CAHs) in the United States. This will inform ONC about the trends and barriers to technology access by geography for hospitals. This information will complement other ONC data collection efforts such as national surveys of hospital and ambulatory care physician adoption, information reported by grantees, and information collected by contractors tasked with evaluating key grant programs. Together, these data will help ONC monitor the effectiveness of federal programs and grants relating to health information technology, inform key policy decisions, and examine the relationship between the use of health IT and care quality improvements and cost savings. The existing contract purchased a license for HIMSS Analytical Database and Meaningful Use Data updates in four quarterly deliverables. This requirement will provide a direct measurement of broadband and wireless technologies in place in critical access hospitals (CAH) as well as information on health information exchange (HIE) participation. HIMSS Analytics provides nationwide data (50 states and the District of Columbia) that reflects a census of broadband and wireless technologies in place in critical access hospitals and information on HIE. HIMSS Analytics is uniquely qualified to provide high quality data on critical access hospitals and the trends and barriers to technology access by technology. HIMSS is the only firm with the capacity to complete the tasks that must begin immediately. Products or Services Required: The Healthcare Information and Management Systems Society (HIMSS) are currently engaged in ongoing data collection from these hospitals. ONC would like to modify contract number HHSP23301100224A to add 15 additional questions regarding broadband capabilities and HIE participation to be fielded among CAHs. This is critical to help inform ONC's objective of electronic health records (EHRs) for all and to help reduce geographical disparities among health IT adoption. SOLE SOURCE-MODIFICATION HIMSS is uniquely qualified to start the tasks quickly and complete them in the 8 month time period. HIMSS has been the contractor for (ONC), since the award of the sole contract in 2011 under Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required in the timeframe required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE, REQUEST FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 10 days from the date of this synopsis, the Contracting Officer will proceed with the modification.
