- The United States Army Corps of Engineers, Detroit District intends to negotiate on a sole source basis, under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements", to Voith Hydro, Inc. This work is for an o n-site service call to conduct preventative maintenance (PM) on five governor control systems that were designed and installed by Voith Hydro, Inc, at the Army Corps of Engineers hydro power plant in Sault Ste. Marie, MI. Services includes all action necessary to perform PM on the governor control system of all five hydro units (1, 2, 3, 3A and 10). Contractor shall furnish all personnel, management, labor, tools and test equipment necessary. The proposed contractor, Voith Hydro, Inc., is uniquely qualified as they are the manufacture r and installer of the "governor control system" on the hydro generators. Unqualified personnel may cause damage to the hydro generator. PM involves identifying hard to detect issues, parameter adjustments, and calibration of the PLC-5 and VCA-3 card. Performing PM requires intimate knowledge and specific skills typical of manufacturer trained personnel. This specific skill-set and focused knowledge is beyond the capabilities of plant personnel. The VCA-3 card is a proprietary, electronic card manufactured by Voith Hydro, Inc. This card contains set-points which, if accidentally changed, could result in significant damage to the generator. Especially, since some calibration steps may be done with the hydro generator operating. Notwithstanding the proprietary nature of the equipment, Voith, the manufacturer and installer of the governor control system, is the only company authorized to work on the governor control system. This notice of intent is not a request for competitive proposals. However, all submittals must be received no later than 2:00 pm Eastern, 09 April 2012. All submittals will be considered by the Government. This notice represents the only official notice of such solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 221111. No RFP will be issued based upon this Notice of Intent.
