Description
The US Environmental Protection Agency, Office of Acquisition Management (EPA/OAM) is conducting market research for informational purposes only. The intent is to identify potential small business sources with the capacity and technical capability necessary to successfully perform the requirement stated herein, and detailed in the draft Statement of Work (SOW) referenced below. The requirement is for ?Greenhouse Gas Inventory Estimates for Agriculture, and Capacity Building on Greenhouse Gas Inventories in Developing (Non-Annex I) Countries,? supporting the mission of carbon management and greenhouse gas mitigation within the Climate Change Division of the Environmental Protection Agency. This requirement is a continuation and expansion of the current work provided by Colorado State University under the fixed rate, time and material contract EP-W-08-013: National Agriculture Greenhouse Gas Inventory Reporting of Soil Organic Carbon and Nitrous Oxide Emissions. Prospective contractors are required to furnish the necessary personnel, material, equipment, services and facilities to perform the following tasks: Greenhouse Gas Inventory Improvements for the Annual US Greenhouse Gas Inventory; Annual agricultural soil carbon stock change and soil nitrous oxide emission estimates and representation of US land base for inclusion in the annual submission of the ?Inventory of US Greenhouse Gas Emissions and Sinks;? Greenhouse Gas Inventory Capacity Building in Developing Countries; Quick Turnaround Assignments related to source and sink categories covered under the Agriculture and Land Use, Land-Use Change and Forestry (LULUCF) sectors. The current contract is scheduled to expire 13 January 2013. EPA anticipates awarding a fixed rate, time and materials contract with a one year base and four, one-year option years at an estimated total value of $3.1M (inclusive of options). The North American Industry Classification System (NAICS) code for this procurement is: 541330 - Engineering Services. The small business size standard for this NAICS category is $4.5 million in annual receipts (or income) as defined under 13 CFR 121.104. This is a sources sought notice for written information only. This notice is not a request for technical or cost proposals. EPA will not award a contract on the basis of this notice, nor reimburse the costs incurred by potential offerors who respond to this notice. The purpose of this notice is to invite interested small business concerns to submit a brief capability statement, delineating a business approach for meeting the requirements in the draft Statement of Work (SOW). To view the draft Statement of Work go to the EPA OAM site at: http://www.epa.gov/oamhpod1/admin_placement/12fs001/index.htm Capability statements must include: (1) Complete Business Name; (2) Contact Information (address, telephone, facsimile, e-mail); (4) Business size and Classification (small, small-disadvantaged, SBA certified 8(a), HUBZone, etc.). Capability statements must address technical competencies, and management/personnel experience relative to: (1) the key task areas in the draft SOW; and (2) the overall business demands of the proposed acquisition for the best mix of cost, performance, and schedules. In addition, capability statements should address the concern?s capacity to manage the anticipated volume of work under this requirement. Finally, general financial and organizational information should be provided with regard to the following items: (1) average number of employees of the concern; (2) average annual receipts based on the last three fiscal years; (3) a description of other current business commitments (i.e., contracts, etc.); and (4) a description of the concern?s ac counting system for estimating and accumulating costs - and whether or not such system(s) have been audited and/or approved by any Government agency. Interested parties should provide a concise capability statement, limiting the response to 10 single sided pages. Capability statements should respond to all items requested in this notice to allow EPA to conduct an accurate business assessment. Standard brochures and paraphrasing of the SOW will not be considered a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will be not be accepted or acknowledged. All responses should be sent via e-mail to sas.faye@epa.gov. The deadline for submitting capability statements is 19 April, 2012, 3:00 PM EST.
