- This acquisition is to provide non-personal full food services at 14 dining facilities and one flight kitchen at Lackland AFB, the Lackland Training Annex, Camp Bullis (approximately 30 miles northwest of Lackland AFB) and maintain one Meals Ready to Eat (MRE) warehouse. Facilities consist of five full food service dining facilities, eight Basic Military Training dining facilities, one limited service dining facility, and one flight kitchen. Contractor tasks include, but are not limited to, dining facility management; cooking; food requisition and preparation; serving and replenishing food; cleaning facilities; maintaining food service and computer property (hardware maintenance); preparing vegetables and fruits for the salad bar; bussing tables; cashier services; handling foods, supplies, and property; maintaining quality control; ensuring operator maintnance and repair of food service property; and in the event of contingency, performing all required tasks to include continued service. Lackland AFB has the largest food service operation in the Air Force and the second in the Department of Defense. Approximately 710,000 meals are served monthly. The anticipated period of performance will be 1 April 13 - 31 Mar 14 with three 1-year option periods. The total period of performance will not exceed 48 months. FAR clause 52.217-8, Option to Extend Services, will be included to extend services up to six months. This acquisition is subject to the Randolph-Sheppard Act, 20 U.S.C. 107. The Act requires that the agency give priority in the award of this contract to the State Licensing Agency (SLA) subject to the terms and conditions of the solicitation. It will be set aside 100% for small businesses with inclusion of the SLA. The North American Industry Classification system code for this acquisition is 722310 and the applicable small business size standard is $35.5M. The tentative solicitation issue date is 4 Jun 12. It will be available via www.fbo.gov. All responsible small business sources and the SLA may submit a proposal in accordance with the solicitation and shall be considered. Interested parties should monitor www.fbo.gov for issuance of the solicitation and associated documents. Interested parties will not be directly notified of the solicitation posting. The government anticipates award of a requirements contract with fixed unit pricing as a result of the soliciation. All prospective offerors must be registered in Central Contractor Registry prior to award with any DoD agency. Registration may be accomplished at www.ccr.gov.
