- On or about 19 April 2012, this office will issue a Request for Proposal (RFP) for a wide range of design-build and construction services at sites in Colorado and Wyoming to include vertical construction, site work, electrical, mechanical, minor hazardous and toxic waste, etc. This will be a Multiple Award Task Order Contract (MATOC) with up to four (4) Service-Disabled Veteran-Owned Small Business (SDVOSB) awards with a shared capacity of $49,000,000. Each contract will have a two-year base period and one three-year option. The minimum guarantee amount for the performance period is $5,000. The NAICS Code assigned to this solicitation is 236220, (Commercial and Institutional Building Construction; small business size standard of $33.5M), as scopes of work for task orders issued under resultant contracts will primarily lie within this NAICS Code. Task orders may also include work under other Construction sector NAICS Codes (e.g. 237310 Highway, Street, and Bridge Construction and 237990 Other Heavy and Civil Engineering Construction). The solicitation will close on or about 22 May 2012. Performance and payment bonds will be required on a task order basis. This solicitation is RESTRICTED TO SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS PARTICIPATION. As part of this solicitation, Task Order No. 0001 will be awarded to the Offeror deemed to be the best value. Task Order No. 0001 is Design-Build 4-Bay Wash Rack, Pinion Canyon Maneuver Site at Fort Carson, CO. Provisions for a site visit will be included in the solicitation documents including meeting place, time, points of contact, and access requirements. Task Order No. 0001 Description (Approximate Quantities): Design and construction of a 4-bay wash rack at the Pinion Canyon Maneuver Site on the grounds of Fort Carson, CO. Wash Rack will consist of four bays (four back-to-back) of total width of approximately 110 feet, with each bay comprising a width of 16 feet. Construction will include a new oil/water separator, sediment basin, wastewater recirculation (option) water lines (including a fire hydrant), sewer lines, and electrical work to make the wash rack operational. Construction of this new Wash Facility would bring Fort Carson into compliance with Environmental and Safety regulations (SWPPP, NPDES, Clean Water Act, RCRA). The estimated construction cost of Task Order No. 0001 is between $500,000 and $1,000,000.
