Description
This acquisition is for a Firm Fixed-Price Indefinite Delivery Indefinite Quantity contract to provide CISCO brand equipment in support of broadcast operations provided by the Defense Media Activity (DMA) American Forces Radio and Television Service (AFRTS). The bulk of the procurement (i.e., 85% of the estimated total dollar value) is to upgrade the satellite receiver/decoders currently in use world-wide, from the existing decoders, to the more advanced built-in decoders which are capable of decoding an MPEG-2 or MPEG-4 AVC High Definition (HD) program for analog monitoring, or Standard Definition (SD) down-conversion for composite. High-definition television (HDTV) is video that has resolution substantially higher than that of traditional standard-definition television systems. The upgraded equipment is not only needed to improve the quality of broadcasting programs but also to ensure compatibility with the latest television hardware technology. The requirement will include the purchase of HD encryption systems and accessories, as well as, spare equipment parts. On-site installation and implementation services will also be required by certified expert-level Cisco personnel in the following locations: DMA-BC, Riverside, California; DMA-HQ, Ft. Meade, Maryland; DMA-AFN Europe, Manheim, Germany; and DMA-AFN South, Vicenza, Italy. Additionally, the proposed contract has requirements for Factory Training to include the Digital Content Management (DCM) Operator & Maintenance course and PowerVu® System Operation and Maintenance course which is conducted in Atlanta, GA. This procurement is set-aside to Small Business vendors under NAICS 334220 who are also Cisco Authorized Service Provider (SP) Video Partners. The applicable NAICS is 334220 with a size standard of 750 employees. The Government intends to award two or more Indefinite Delivery Indefinite Quantity contracts, for a 12-month Base Period, with two one-year option periods. The solicitation and all attachments will be electronically issued and may be accessed for viewing and downloading on the Government Electronic Posting System (EPS) site at www.fbo.gov. Once the solicitation is posted, it is the responsibility of all interested parties to review this site frequently for any updates/amendments that may occur during the solicitation process. The solicitation will be issued electronically on or about 23 Apr 2012 with a closing date on or about 23 May 2012. The Government will not provide paper copies of the solicitation package. Fax, telephone, written or email requests for the solicitation package will not be honored. All questions concerning this RFP may be submitted by sending an email to the contracting point of contact not later than 10 business days prior to the RFP closing date. Questions received less than 10 business days prior to the closing date of the RFP may not receive a response. NOTE: The solicitation issuance date is an estimate, not an actual, and the actual can be before or after the stated date. The response date cited above does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the RFP closing date, with no obligation to the offeror by the Government.
