Description
PRE-SOLICITATION NOTICE: E12PS41546, Squaw Flats Water Line, Canyonlands National Park, Needles District, Utah On or about 15 days after the date of this announcement posting, the National Park Service (NPS) plans to post a solicitation for the replacement of an existing buried water line at the Needles District of Canyonlands National Park, Utah. A) Brief Description of Project Scope: The work of this contract will consist of the replacement of an existing buried water line with approximately 12,300 feet (2.3 miles) of new 2 inch line, replacement of 215 feet of 1 inch lateral line on the main line, and rock excavation. The work will also include an option to install an additional 2,220 feet (.04 miles) subject to availability of funds. The contractor shall furnish all supervision, labor, equipment, supplies and materials necessary for the completion of the contract. B) Set - Aside: This contract requirement is 100% set-aside for small businesses. C) Estimated Price Range: Between $250,000 and $500,000. D) Period of Performance: The anticipated period of Performance is 90 calendar days. E) Bond Requirements: Bid Bonds, Payment Bonds and Performance Bonds will be required. F) The request for proposals and construction documents will be posted, and retrievable without charge, through www.fedbizopps.gov. Work will be completed in accordance with government furnished specifications and plans. A paper solicitation will not be issued and electronic submission of contractor proposals will not be accepted. G) Pre-proposal Site Visit: Information regarding the site visit will be included in the solicitation. It is highly recommended that the Contractor visit the job site prior to submitting a proposal. H) Proposed Contract Type: Firm fixed price. I) Schedule: All dates are tentative and may change. Issue Request for Proposals: 04/20/2012; Proposal due date 05/21/2012, Award contract 06/01/2012; J) Evaluation Criteria: Selection will be based on price and non-price factors and award will be made to the offeror presenting the Best Value to the Government. The Government will not accept an offer for award on the basis of superior capability without concern for the price of the offer. Factors are listed below and are considered equal in importance.**** Non-Price Factors **** 1. Past Performance: A measure of the degree to which an offeror has satisfied its customers in the past on projects of similar size, scope, and complexity. Past Performance is demonstrated by the ability to deliver high-quality, cost effective facilities in a timely manner. The NPS will evaluate past performance based on contacting references provided by offerors, the Government's knowledge of offeror's past performance, and / or references obtained from any other source. 2. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that prior experience is factual, documented, information about specific work the contractor has performed, which demonstrates their technical ability to accomplish the work. The offeror's ability to effectively manage the following project aspects, as demonstrated on projects completed within the past 5 years, will be considered in the evaluation of the following factors: Offerors will be required to submit information regarding projects they have completed within the past five years. **** Price **** All evaluation factors other than price, when combined, are considered equal to price. Note: the evaluation criteria information is subject to change. K) Registration Requirements: In order to receive a contract award for this requirement, prospective offerors must be current in registration at the Central Contractor Registration (CCR) web site at www.ccr.gov, and at the Online Representation and Certification Application (ORCA) web site at https://orca.bpn.gov/. L) This announcement, posted at www.fbo.gov, represents the Government's official information for this procurement. Any information taken from other publications is used at the sole risk of the Offeror. The acquisition office cannot guarantee the accuracy of information contained in other publications. M) This Announcement is not a request for proposals. This announcement is only to notify interested parties that a solicitation will follow in approximately 15 days. No information, other than this announcement will be provided until the solicitation is posted.
