- Pre-solicitation Notice W9127S-12-R -6009: This solicitation will be advertised as 100% 8(a) set-aside. The North American Industrial Classification System (NAICS) Code is 236220 (Commercial and Institutional Building Construction). The small business size standard is $33.5 million. The solicitation is for a firm fixed priced Multiple Award Task Order Contract (MATOC) for Design Build and Design-Bid-Build for Construction Services for military project support within the Geographic boundaries of Arkansas, Louisiana, Oklahoma, and Texas. This Contract is intended for multi-tasking of construction services for a wide variety of minor construction, maintenance, repair, or alteration type tasks, including asbestos and lead based paint abatement for military projects. The tasks include, but are not limited to, planning, design, total facility renovation, minor construction; repairs, and alterations; Preventive maintenance; installation/construction of the following systems - HVAC, plumbing, electrical, building envelope, fire protection; environmental abatement; and operational activities. The contracts are not only intended to execute minor construction, design-build and design-bid-build, but to provide a timely response to remediation of real and personal property facilities, e.g. maintenance, repair, asbestos and lead-base paint abatement, and minor construction situations relating to, but not limited to, civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), and instrumentation. Upon receipt of a task order, the Contractor shall provide all plant, labor, materials, equipment, parts (to include system components), supplies, supervision and related services (except when specified as Government furnished), to perform the work as specified. Some Architect-Engineering Services related to maintenance, repair, and minor construction may be required. A Professional Architectural or Engineering "seal" shall be provided on that work. The proposed contract will be issued for a base period of September 1, 2012 through August 31, 2014. This solicitation will be issued via Internet only at the Army's Single Face to Industry Website (ASFI) on or about April 26, 2012. It is each offerors responsibility to download the solicitation from the internet website. No paper copies will be provided. Notification of amendments shall be made via the Internet as well. It is therefore the contractor's responsibility to check the ASFI website daily for any posted changes to this solicitation.
