Description
This project is for the construction of the new approximately 600 member Army Reserve Center (ARC) consisting of a Training Building and Heated Storage Building totaling approximately 54,000 square feet (SF) and an approximately 23,000 SF Area Maintenance Support Activity (AMSA)/Organizational Maintenance Shop (OMS) at the 88th Reserve Support Command (RSC) Weldon Spring Local Training Area (LTA) in St. Charles, MO. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems, and electrical systems. Supporting facilities will include site preparation, paving, fencing, and extension of utilities to serve the project. This project is a Full and Open Procurement. The target ceiling for contract award is $17,119,000. Offerors are under no obligation to approach this ceiling. The estimated cost range for this project is $10M to $25M. The construction contract duration is 525 calendar days. The NAICS code is 236220. The Business Size Standard is $33.5M. The solicitation will contain options such as the following: OMAR Funded Items; Various Aggregate, Concrete, and Asphalt Pavement Areas; a Vehicle Wash Rack; a Kitchen; an Unheated Storage Building; and an Addition to the Heated Storage Building. The proposals will be evaluated using the Best Value Tradeoff Process. This process requires potential offerors to submit their past performance/technical and price proposals for consideration by the Government. The evaluation criteria will contain factors such as the following: Relevant Experience, Confidence in Performance, and Safety. The approximate issue date is 19 April 2012, and the approximate closing date is 31 May 2012 at 10:00 AM Eastern. The official closing date and time will be included in the solicitation. An Optional Site Visit is tentatively scheduled for 01 May 2011. Details regarding the Optional Site Visit, including official date and time, will be included in the solicitation. The solicitation will be issued only via the internet by download at the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov). Amendments also will be available only by download at the FedBizOpps website. This announcement serves as the advance notice for this project.
