- International Resource Group was awarded the IQC Contract after holding full fair opportunity competition. After further competition between IQC holders, IRG received this Task Order and began work in September 2010. Since then IRG has hired more than a 100 staff members including international and national experts and consultants to implement Component 1 and Component 2 of the project. Till date, IRG has achieved several successes including reduction of DISCO loses by 310 million KWh at a value of $20.7 million and is aiming at a total savings of 1.541 billion kWh at a value of $193 million. IRG has also placed advisors in the Pakistan's Ministry of Water and Power and has established close network and contacts with the nine DISCOs. As a result, IRG was able to complete performance audits, finalize actions plans and seal collaboration agreements with the nine DISCOs in a timely manner. During this time, PDP has undertaken the first major demonstration of smart meter technologies in Pakistan, initiated installation of high tension capacitors across entire networks, and prepared cost of service studies. In addition to the PDP successes, the power sector in Pakistan is in a crisis situation. Sustained development initiatives are required to revive the sector. A new procurement would counter the sustainability of the project and would also derail the relationships established in Government Ministries, Departments and Government owned DISCOs. The proposed modification is an expansion of the activities undertaken by IRG. Pursuant to AIDAR 705.202(b), advance notice is not appropriate or reasonable because under the Expedited Acquisition Procedures this contract action is made in accordance with AIDAR 706.302-70(b)(3)(ii) regarding awards for countries for which the Administrator of USAID has made a formal written determination, with supporting findings, that compliance with full and open competition procedures would impair foreign assistance objectives, and would be inconsistent with the fulfillment of the foreign assistance program.
