- In response to this Special Notice, presentations were held at the U.S. Army Corps of Engineers (USACE) Pittsburgh District Offices located at 1000 Liberty Avenue, Pittsburgh, PA 15222 during the week of March 19-23 2012. The following companies presented: -Bauer and Traylor Bros, Inc. -Barnard Construction Cmpany, Inc. and Nicholson -Kiewit-Malcolm JV -Brasfond USA Corp. -Treviicos -Bencor and Layne Presentations were limited to two (2) hours. During the meeting, the USACE, Pittsburgh District did not entertain any questions from the presenting companies and did not provide any additional technical information that was not already provided in the Special Notice. Prior to the presentations, the Pittsburgh District developed a standard list of questions that would be asked if a company's presentation did not provide an answer to the question. The standard questions are listed below: 1. What is the minimum width of work platform that you need for direct construction? 2. What is the minimum amount of support area that you need adjacent to the construction/work platform? 3. What is the rock strength limitation of your cutting equipment (for unbroken/massive rock)? 4. What method(s) can you use to cut through (or remove) large boulders within the limits of the cutoff wall? 5. What limitations exist in terms of boulder geology or dimensions? 6. What is the maximum depth you have constructed a cutoff wall? What depth of that was rock and how much was embankment/overburden? 7. What verticality tolerances have you achieved in cutoff elements? 8. What special measures are required to prevent problems with the slurry or equipment during winter months? 9. What method(s)/measures do you have to prevent slurry loss in highly fractured zones in bedrock? 10. What method(s)/measures do you have to prevent rapid slurry loss when encountering a high permeability soil zone (e.g. open-work gravels and cobbles)? 11. What method(s)/measures can you employ to prevent damage to the embankment during cutoff construction (e.g. blowout of an existing grout repair within the dam foundation)? The Pittsburgh District intends to release a Draft Request for Proposals (RFP) in September 2012 under a separate FBO announcement. The purpose of the Draft RFP will be to obtain industry comments in support of the final RFP development, which is expected to be released in January 2013. It is anticipated that the RFP will be issued using the Best Value Tradeoff Process. The Early Contractor Involvement (ECI) method, previously mentioned in the FBO Sources Sought Announcement "SS-EASTBRANCH", posted on January 27, 2011, is not anticipated to be used.
