Description
Sole Source Justification and Approval The Naval Air Systems Command intends to place a sole-source firm fixed price order under Basic Ordering Agreement N00019-11-G-0001 with The Boeing Company (Boeing) of St. Louis, Missouri 63166, for the procurement of ECP 6360 Engineering Change Proposal (ECP) for Joint Tactical Terminal for the Integrated Broadcast Service (JTT-BS) - Multi-Mission Advanced Tactical Terminal (MATT) Replacement airframe change (AFC) retrofit kits and installation of said kits onto EA-18G aircraft. Planned deliverables/outputs and periods of performance for the base period and each option period are: • Base Period (March 2013 - April 2015): delivery of 18 ECP 6360 airframe change (AFC) retrofit kits • Option Period 1 (December 2013 - January 2016): delivery of 18 ECP 6360 AFC retrofit kits • Option Period 2 (September 2014 - August 2015): installation of 18 ECP 6360 AFC retrofit kits onto 18 EA-18G aircraft • Option Period 3 (December 2014 - January 2017): delivery of 18 ECP 6360 AFC retrofit kits • Option Period 4 (September 2015 - August 2016): installation of 18 ECP 6360 AFC retrofit kits onto 18 EA-18G aircraft Total deliverables/outputs for the base and all option periods are 54 AFC retrofit kits and installation of 36 AFC retrofit kits onto EA-18G aircraft. Boeing is the sole designer, developer, manufacturer and integrator of the EA-18G aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
