- Request for Information for Conversion of the AN/PAS-13D Heavy Thermal Weapon Sight (HTWS) and the AN/PAS-13D Medium Thermal Weapon Sight (MTWS) into a clip-On In-Line Thermal Imager Marine Corps Systems Command, Quantico, VA NOTE: This Request for Information (RFI) is for market research only and is issued in accordance with Federal Acquisition Regulation (FAR) Part 10 and Subpart 15.201. The information provided herein is for information only. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. This RFI is intended to facilitate communication with industry for the purpose of market research. The contents herein are subject to change without notice. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. Marine Corps Systems Command (MARCORSYSCOM) plans to solicit for the development of a kit or modification of the following Thermal Weapon Sights (TWS): 1)AN/PAS-13D Heavy Thermal Weapon Sight (HTWS) into an in-line thermal sight that can be used in conjunction with the Heavy Machine Gun Sight System (HMGSS). The HTWS will be used on the following heavy machine guns: M2 and MK19. The in-line kit or modification will attach in front of the Heavy Gun Day Optic HDO utilizing the MIL-STD-1913 rail system, while maintaining zero. 2)AN/PAS-13D Medium Thermal Weapon Sight (MTWS) into an in-line thermal sight that can be used in conjunction with the SU-260/P Machine Gun Day Optic (MDO). The MTWS will be used on the following medium machine guns: M240B and M240G. The in-line MTWS will attach in front of the MDO utilizing the MIL-STD-1913 rail system, while maintaining zero. The objective is to develop a cost effective kit or modification that will convert the existing AN/PAS-13D HTWS and AN/PAS-13D MTWS into in-line systems. This will allow Machine Gun Teams to detect and recognize potential targets, danger areas, and items of interest. They will be able to do so in all atmospheric and lighting conditions, including total darkness while maintaining zero of the day optic. The performance of the HTWS shall not be degraded with this kit or modification. The Government is requesting separate written capabilities documents, herein referred to as White Paper from interested vendors capable of developing such kit(s) or modification(s)per items 1 and/or 2 above. White Paper responses should include how the vendor intends to meet the technical requirements and provide a Rough Order of Magnitude (ROM) to pricing. ROM pricing should include the engineering costs required to develop the kit or modification, the cost of providing four (4) demonstration systems to be used in Government testing, and costs of providing Government owned technical specifications and drawings that will permit the Government to contract production. This should also include stepladder estimates for the mass production of the developed kit or modification. The White Paper shall be no longer than 15 pages in length, with no font smaller than 10 point. Written responses can be in any format, but electronic media must be in Microsoft Word or Adobe Acrobat formats. A separate White Paper shall be submitted for each conversion. White Paper responses are due no later than (NLT) 4:00 P.M. EST on 01 May 2012. Notice Vendors are advised that the Government may utilize support contractor/non-government personnel from Lockhead Martin Corporation, DCS Corporation and Patricio Enterprises. Proprietary information submitted in response to this RFI will be protected from unauthorized disclosure as required by Subsection 27 of the Federal Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as the Act ) as implemented in the FAR. These companies are bound contractually by Organizational Conflict of Interest and non-disclosure clauses with respect to proprietary information. Supporting contractor personnel are procurement officials within the meaning of the Act, and will take all necessary action to preclude unauthorized use or disclosure of vendor s data.
