Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project for Installation of and Upgrades to the Mass Notification Systems in multiple building at the Westover Air Reserve Base (ARB), Chicopee, Massachusetts to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, 8(a), HUBZone, Economically Disadvantaged Women-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238210. The estimated construction cost is between $1,000,000 and $5,000,000. The project is planned to be issued on or about 1 August 2012 and the contract performance period is 12 months. The ARB is providing a new complete mass notification system (MNS), upgrades and modifications to existing mass notification systems, modifications to existing fire alarm control panels, along with upgrades to existing central control station to receive, monitor, and control individual building MNS. The contractor shall provide all programming and software as required. Systems shall be provided in accordance with all state and local codes and upon completion of work shall be tested in accordance with the specification for final acceptance. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.); bonding capacity; qualifications and experience in successfully performing: Installation of new mass notification or alarm control systems in existing facilities Upgrades to existing mass notification or alarm control systems in existing facilities Successful electrical renovation work in operating facilities such as offices or similar environments. Programming of mass notification or alarm control systems Responses are due April 30, 2012. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Elandria M. Cameron. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
