Description
SOLICITATION - NRMJ3000-12-02194JR NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1),with Picarro, Inc., located at 3105 Patrick Henry Drive, Santa Clara, California 95054, for the purchase of a commercially available gas-phase ammonia analyzer in rack mount configuration with a solid state hard drive. The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) Research (OAR) requirement for the purchase of a gas-phase ammonia analyzer in rack mount configuration with a solid state hard drive for the allotted space and weight installation in a pressurized turboprop research aircraft. Specifications: •Precision (1σ) of 1 ppb or less for a 5 second measurement •Response time of less than 30 seconds for a 90% to 10% fall from 3 ppm to 0 ppm and 30 seconds for a 10% to 90% rise from 0 ppm to 3 ppm •Operates at sample pressures between 420 and 1000 Torr •Available in a 19 in. rack mount chassis no more than 4U (7 in.) high •Rack mount analyzer weighs 50 lbs. or less •Available with a solid state hard drive •The analyzer software reports NH3 concentrations in real-time •Customer changeable external filter for routine maintenance •Sample volume of 35 ml or less for fast gas sample throughput and minimal memory effects •Delivery date no later than June 15, 2012. The vendor must meet all of the specifications stated above. These specifications are essential, since the analyzer cannot exceed the allotted space and weight for installation on board the NASA P-3 pressurized turboprop research aircraft. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
