Description

Pre-Solicitation Notice Boiler Phase II Upgrades and Steam Traps Project 438-12-153 Contractor to provide all resources including, but not limited to, materials, labor, parts, and equipment necessary to complete project 438-12-153 "Boiler Phase II Upgrades and Steam Traps", in accordance with the plans and specifications. The project is located at the Sioux Falls, SD VA Health Care System. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. Retrofitting the three (3) fire tube boilers in Building 11, provide (remove & replace) condensate collection pump systems with new compressed air condensate collection/mover systems, and provide (remove & replace) four hundred forty two (442) steam traps in Building 5. The Contractor shall have 210 calendar days to complete the project. Contractor shall develop and submit a detailed schedule for all phases of the project for approval by the Contracting Officer Representative (COR). Work should be phased so that it minimizes the impact to the VA. Work is projected to be completed during the cooling season (summer months) when the boiler plant is operating at a lower demand. The estimated magnitude of the construction project is between $500,000 and $1,000,000. The project duration is expected to be 210 days from the date of receipt of the notice to proceed. Electronic solicitation documents will be made available in electronic format only through the Federal Business Opportunities website at: http://www.fedbizopps.gov. It is recommended that contractors complete the solicitation mailing list on the website before downloading the solicitation. This procurement is 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Prospective contractors must be registered and current in the VetBiz Registry website prior to submitting a bid: http://www.vip.vetbiz.gov. Prospective contractors must be registered and current in CCR and ORCA prior to award: http://www.ccr.gov and https://orca.bpn.gov. Bids will only be accepted from responsible and responsive contractors. The firm must be a General Construction firm approved under NAICS code 238220-size standard is $14.0 million. A bid bond will be required in the amount of 20% of bid, and performance and payment bonds will be required upon award of contract. The estimated dollar value of this procurement is between $500,000 and $1,000,000. Specifications and plans will be available for download from the FedBizOpps website at https://www.fbo.gov/. Amendments to this solicitation will be posted at the FedBizOpps website as well. In order to receive e-mail notification of amendments, you must register in FedBizOpps.
